(note: you can still create original villain characters, and the rule still applies that even if you aren't the Ganondorf character, the "underling" positions above still count as special positions, however they cannot enter the Hyrule Council Chamber. Also, although they were Gerudo, Koume, Kotake and Ganondorf cannot enter Gerudo Fortress. All villains can still go into Hyrule Field or the Castle Town Market though)
