Bio: After finally dealing with Aku Yami and saving the Kamen Rider multiverse, Shio was able bring both peace and order. After becoming a Celestial God and gaining the Omni Ohma Zi-O transformation, he used his newfound powers to fix the damages caused by that monster and made sure no more threats from the darkness ever does harm to the forces of light. When that was all done, he simply went back to his home universe in order to try and live a normal life. As the years went on and now being a young adult in this 20s, Shio's life was uneventful. After graduating High School and then later college, he decided to visit other worlds in either parallel or alternate universes. He learned a lot of things throughout creation, but he never stayed for long as he always went back home to see his father.

However, his life changes when he's met by a familiar Wise One named Valure who explains that he has a mission for him and that it requires him to go to Hell itself in a whole different universe. Although shocked at first, Valure explains to him about Charlie Morningstar and how she made a hotel in an effort to redeem sinners. This surprised Shio and it was even more surprising to learn that he actually met Charlie once as a child. Soon Valure tells him about the corruption in Heaven and how he wants to send him to that universe to fix the system so there can be true balance between Heaven and Hell. Also, he tells Shio to help Charlie make her dreams come true and get sinners to be redeemed from their sins.

Knowing that he can't, in good moral conscience, just leave these people to suffer for all of eternity, Shio agrees to go to Hell in order to help Charlie with the hotel and hopefully save the human souls who deserve to be redeemed. Once again, Shio has to go on another adventure that could mean life or death... again.

God of Creation Physiology: When Shio evolved into a Celestial God and got the God Ohma Zi-O transformation, he was grated the title of being a 'God of Creation'. As a 'God of Creation', Shio was warp and re-shape the very fabric of existence in any way he desires. This allows him access to new and more powerful abilities that practically make him unstoppable.

Disintegration: Can send out a powerful wave of energy that can disintegrate anything in its path.

Enhanced Awareness: Can sense and identify incoming threats.

Velocity Manipulation: Can freeze any and all objects in the area.

Time Manipulation: Can freeze or reverse time before disintegrating enemies.

Timeline Alteration: Can view and see into multiple different timelines.

Telekinesis: The power to move, manipulate or otherwise interact with matter/energy without physical means.

Time Portal Creation: Can create time portals, which are even capable of forcefully pulling a person into themselves.

Timeline Manipulation: The ability to manipulate timelines. The user can manipulate timelines, meaning they can manipulate every single event at once throughout the whole universe. They can separate parts of events and distribute them throughout the timeline, and they can effectively manipulate events in timelines whether individual or intertwined with other events. The user can even manipulate divergent timelines and even manipulate the universe's physics by manipulating the beginning of time.

Timeline Creation: The power to create a timeline and everything in it. The user can create an entire timeline and everything that occupies it, including also its residents, environment and locations. They can create the residents with roles, powers and skills to inhabit their universe.

Meta Space-Time Manipulation: The ability to manipulate the space-time continuum of every reality. The user can manipulate the space-time continuum of every reality, whether it be a higher dimension, a parallel universe, a dream world, etc. They are able to manipulate, bend, distort, control and alter Space-Time and the very fabric of reality & existence itself anywhere/anywhen and everywhere/everywhen to their desire, even locations/history where space-time may not even exist.

Existence Erasure: The power to erase the knowledge/memories of a target from existence. The user can remove the memories/knowledge of a target (person, object, etc.) from history, a timeline or existence entirely. No evidence of the person or object having ever existed will remain; the target exists physically afterwards, but nothing and no-one will know who or what they are.

Memory Manipulation: User can control memories of oneself and others, allowing them to modify, fabricate, suppress, influence, repair, restore, erase, detect, and view them. They can change memories to confuse, or wipe away certain memories to cause amnesia, discern and provoke nostalgia, and enter the victim into a psychic vision, replaying their memory.

Teleportation: The power to instantaneously move from one location to another without physically occupying the space in between. Users can teleport; moving instantaneously from one location to another without physically occupying the space in between or transfer matter (beings/objects, including themselves) or energy from one point to another without traversing the physical space between them. This can be achieved by various means, including causing the atoms/molecules to travel at light-speed, warping the space, or use quantum superposition, in which the user teleports by spatially rearranging the subatomic contents of a system.

Power Absorption: The power to absorb or steal powers from others. Users can absorb powers; assimilating supernatural abilities and powers directly from others even straight from the source, removing into themselves and utilize it in various ways, enhancing themselves with each new power drain expanding their arsenal of abilities. As a result, victims either temporarily or permanently lose their powers depending on how much users take into themselves.

Legend Riders Powers: Possess the powers of all the Riders that exist in the Past, Present, and Future. He can tap into their powers by activating their Ridewatches as well as simply through his will. He can also summon Rider clones and even corrupt the ones summoned by others.

Dimensional Travel: Being now a celestial, Primordial deity, Shio can travel to different locations via Aurora Curtains, including parallel worlds. Similar to Kamen Rider Decade. However, being a literal deity allows him to now travel to alternate universes or dimensions outside of the Kamen Rider multiverse.

Temporal Protection: Due to being a deity and able to manipulate time, he is normally unaffected by the changes in the timeline on the world he enters.

Resurrection: The supernatural power to bring the dead back to life. The user can bring oneself and others back to life. User can fully restore a creature's body, mind, and soul to full health.

World Alteration Resistance: A God of Creation by themself is not affected by the powers of other fellow Gods.

Primordial Force Manipulation: Users can manipulate anything, and everything made by the primordial force, the unique source or origin of every universal concept; in other words, the primordial force that had originated everything, giving them the true position of a Supreme Being.

Immortality: Is forever youthful and ageless. To never die. Has eternal life and will always remain undying.

Omnilingualism: The power to speak, understand and decipher any and all languages. The user can speak, write, understand, and communicate in any language, including computer codes, dead languages, extinct languages, the universal language of mathematics and music, languages that have never been heard before, sign language (even lip-reading), illegible words, and backwards speech and writing with little or no training. The user may even communicate with non-human animals or read body language.

Celestial Perspective: Is cosmically aware of all beings.

Matter Manipulation: The power to manipulate matter. More specifically, elementary particles, atoms, molecules, cells, microorganisms, everyday objects, animals, buildings, cities, mountains, continents, planets, planetary systems, and galaxies are composed or contain fragments of matter that define it. Matter can exist in different states, generally through solid, liquid, gas, plasma, and other matter states. Because the user can control matter, the user can manipulate nearly 'anything' in the universe. The user can manipulate matter to transform and revamp the composition of an object from solid, to liquid, to gas, change its size from microscopic to building-sized, or disfigure and reassemble an object's matter into another form. The user can warp matter of nothing in their surroundings (buildings, houses, parks, cities, or massive areas) into another landscape, such as turning a New York sized city into a volcanic field of blazing magma and dead trees with fire as leaves. The user can create and destroy matter; something matter does not usually experience; the user can create abstract forms of matter that violates the laws of physics or erase it from existence. On an astronomical scale, the user can manipulate planets, to the universe, controlling everything that contains them, turning the user into a cosmic entity of great power. In rare cases, the user can bend matter to affect reality by its interconnectivity, contorting the physical plane to change layers of totality.

Creation: The power to create. Users can produce something either out of nothing or from existing sources. Can create anything they can think of, whether conceptual or physical. This includes the creation of energy and forces that can produce various effects and phenomenon and be used to achieve various feats, entities that can either lack or possess sentience, personality, identity, souls and life of any complexity, cosmic phenomena such as planets and stars, entire realities ranging from smaller dimensions with physical or metaphysical environments to multiple collections of different universes and timelines, etc.

Creation Manipulation: The ability to manipulate creation. User can manipulate creation. Control and shape their own creation and created matter, energy, system and reality. Delaying/hastening when creation happens, speeding/slowing down creation, determine what parts should be created. They can manipulate creations look, feel, attribute, powers, what it does, etc., and recreate things.

Reality Warping: The power to manipulate reality. it is the ability to change, create, or even destroy parts of or the entirety of reality. The user can literally do anything no matter how impossible it seems. Due to the endless possibilities and limitless potential it gives the user it is one of the most powerful superpowers. Shio can utilize anything from matter and energy due to their interconnectivity with the layers of reality, potent cosmos, psychic powers, space-time continuum, overwhelming emotions, dreams, imagination, and fundamental forces. The main limitations of reality warping are an advanced variation of the superpower or understanding the sophistication of reality itself; everything requires understanding to be used effectively. At basic or advanced levels, the user can manifest their imagination (beings or objects) into reality, generating corporeal forms of their role models, superpowers, families, pets, to fantasy, bend reality to cause only beneficial events to happen only to the user, denying the laws of physics, or re-editing their current condition to achieve godhood. At master or ultimate scale, the user overrides anything tangible on a large scale, shaping massive quantities of planets, stars, or galaxies into any form the user desires, manipulating the laws of physics that they can only benefit from or make beings suffer from their renewed laws, or warping the universe akin to photo editing. Due to reality warping's potential, the user can manipulate the universe, multiverse, omniverse, possible totality, and even anything that doesn't possess a tangible form or is nonexistent.

Omnipotence: When Shio achieved his Omni Ohma Zi-O transformation, he was able to gain the ability of true omnipotence. This ability grants the user 'unlimited power', allowing the person to do absolutely anything. With this power, the user can even make one's own thoughts become reality and have now restrictions of how that power can be used. This essentially makes Shio the most powerful Kamen Rider in all of existence, be it in the past, present, or future.

Omniscience: The power to know everything and have 'All-Knowledge'. It allows the user the ability to see and know all things at/in all times. With this power, the user is granted access to knowledge of universal, multiversal, and omniversal understanding.

Omnipresence: Often called 'Divine Presence', this term is used to describe the ability to exist simultaneously in all places and at all times. It is described as being able to be in every moment at every place. This was made possible when Shio ascended into becoming a Celestial God.

Wings: A pair of wings that were formed and made after getting his Omni Ohma Zi-O form. When in Omni Ohma Zi-O, he grows and uses four pairs of wings.
