Midoriya stood there... He just... Stood there... All Might... His childhood hero... Had suddenly turned into a literal twig of a man. It was like... All Might... To Twig Might...

Midoriya: I‐‐ Wait. Who...? What happened, you deflated! Ah! Where'd All Might go? You! You're not him. You're a fake! An imposter!

All Might: I assure you that I am All M‐ Bleh.

All Might suddenly cough up some blood from his mouth, Midoriya screams at the sight of it. All Might wiped the blood from his mouth and sighed.

All Might: You know how guys at the pool are always suckin' in and flexin' and tryin' look buff? I'm like that.

Midoriya: This can't be real! No. I'm dreaming. All Might's a giant of a man who saves everyone. He defeats all obstacles and wins the day with a fearless smile.

All Might: (sighs) There's plenty of fear behind that smile. I'm counting on you to keep your mouth shut. Don't go talking about this online or telling your friends.

Midoriya: Huh...

All Might lifts his shirt and reveals a large scar that covers most of the left side of his chest.

All Might: Pretty gross, right? I got this in a big fight five years back. My respiratory system was basically destroyed. I lost my whole stomach. All the surgeries have pretty much worn me out. And it can't be fixed. Right now, I can only do hero work for about three hours a day. The rest of the time, this is what I look like.

Midoriya: (gasps) No way... Five years ago? So does that mean it was the fight with Toxic Chainsaw?

All Might: Wow, you know your stuff. But no. The punk may've landed some hits, but he couldn't bring me down. Most of the world has never heard of this fight. I did everything I could to keep it under wraps. I'm supposed to be the guy who's always smiling, right? I'm the Symbol of Peace. People everywhere have to think that I'm never afraid. But honestly, I smile to hide the fear inside. It's just a brave face I put on when the pressure is high. This job isn't easy.

All Might stands up and walks up to Midoriya.

All Might: Pro heroes are always having to risk their lives. Some villains just can't be beaten without powers. So, can you be a hero? Not without a Quirk.

Midoriya's spirit immediately shattered upon hearing that.

All Might: If you wanna help people, there are plenty of other ways to do it. You could become a police officer. They get crap because the heroes capture most of the villains. But it's a fine profession. There's also a doctor or a nurse, they help people and heroes every day.

All Might patted Midoriya's shoulder.

All Might: It's not bad to have a dream, young man. Just, make sure your dreams are attainable. Realistic. Understand? (coughs) Now, let's get you to the station.

Midoriya looks down at the ground as his favorite hero told him, he couldn't be a hero. Suddenly a loud rumble came from the distance.

All Might: Oh, no...

All Might took off down the stairs, as he ran, the no. 1 hero noticed the villain was no longer with him.

All Might: Must've dropped him in the air. I was distracted, worrying about my time limit. I can't believe I made such a rookie mistake, and after lecturing that kid about what it takes to be a hero. I'm pathetic.

Meanwhile, Midoriya took the elevator down, all the while muttering to himself.

Midoriya: Even All Might said it. A hero needs a Quirk. (tears up) Don't cry, dammit. Deep down, you knew this all along. 

Midoirya walked out of the building, not questioned by the staff, so All Might must've gotten down first.

Midoriya: You've just been avoiding reality. That's why you were trying so desperately to prove yourself wrong.

Midoriya walked down the street, before hearing an explosion, Midoriya looked to see a villain attack going on.

Midoriya: That's strange. Is the fight from earlier still going on? Why am I here? Did I subconsciously walk this way to check it out? I shouldn't even stop. All my notes are useless. Just like me...

Midoriya then noticed a pair of strings coming from the pipes, the same colored strings as Puppet Prince's.

Midoriya: That can't be right. All Might captured him. But during the leap... If he dropped it... That means... It's my fault. Why aren't the heroes doing anything?

Bystander 1: Looks like they've met their match.

Bystander 2: They can't keep up. With that kid being forced to cause explosions. The murderous mannequins. And the fact they don't know where to find Puppet Prince, they can't keep up.

Bystander 3: The kid passed out too.

Midoriya looked through the crowd to see Bakugo's unconscious body being manipulated via strings, his Quirk going off at random times. Moreover, there were dozens of horrific mannequins attacking the heroes.

Death Arms was struggling to push back against the many mannequins. Backdraft was trying to put out the fires caused by Bakugo's explosions. Kamui Woods was saving people, trying to not catch fire to his woods. Mt. Lady was trying to join in the fight but the space was too tight for her to fit in properly.

Bystander 4: Wait, I'm confused. Isn't this the same villain All Might was chasing earlier today? 

Bystander 2: What? All Might?! 

Bystander 3: No way he lost, where is he? 

Bystander 1: Well, can someone call him or something?

Puppet Prince then came out of hiding but he was riding a 12 ft tall metal-covered puppet.

Puppet Prince: Thank you for waiting. It took a while for me to get my Iron Puppet ready!

Puppet Prince climbed inside his Iron Puppet and it let out a bellowing roar.

Midoriya: I'm the one to blame. He wasted his energy on me.

All Might: I'm worthless.

Midoriya: He can't power up yet. And none of the other heroes have the Quirks to stop this villain...

All Might: So pathetic...

Midoriya: It's my fault. I'm sorry. So sorry.

All Might: A disgrace.

Midoriya: Help will show up and save the day, I'm sure.

All Might: I'm not a real hero.

Midoriya: Someone... A real hero will come soon.

???: (in Midoriya's mind) What is your reason to become a hero?

Midoriya's widened and he went into a dash, through the crowd watching the fight and past the heroes and mannequins. 

Death Arms: No, you idiot! Stop!

Backdraft: You're gonna get yourself killed!

All Might was shocked to see the green-haired boy and to see him dashing into certain danger. Midoriya then tackled Bakugo, pushing his hands above his head and when his Quirk activated, destroying the strings.

Puppet Prince: The Hell?! Not this brat again!

Midoriya immediately ran into a building after freeing Bakugo.

Midoriya: (thinking) I DON'T NEED A REASON TO SAVE SOMEBODY!!!

Suddenly the belt buckle device in his backpack activates by itself.

Device: Answer Found!

Midoriya: AAHH!!

Midoriya jumped at the sound of the device turning on. He pulled it out and he recalled the other thing the man told him.

???: (in Midoriya's mind) When you discover your reason to be a hero. Use this.

Midoriya then stood up and placed the device near his belt line. Immediately the device shot out two metal belts that connected to each other.

Device: HEROOO DRIIIIVER!!!

(A/N: The Hero Driver will differentiate between the voices of the Zero One and Revice drivers. For reference, when the Hero Driver speaks in Zero One mode, there will be Bold and Underline, and when in Revice, it will be in Bold and Italic. Just like in 11 Loud Riders.)

Midoriya then took out the tube too and pressed the button on the top.

Tube: QuirkChanger!

Midoriya then inserted the tube into the "Hero Driver", into the slot in between.

Hero Driver: One-For-All!

Midoriya: One for all? What's that?

Midoriya grabbed the handle and then let out a quick breath. 

Midoriya: HENSHIN!!!

He pulled on the trigger. The tube then spun around rapidly as the green fluid filled the two sides and 

Hero Driver: Ultra! Ultra! Plus Ultraaa! Kamen Rider Deku!! There is no need to fear. For I am here.

In the corner, dragging Bakugo to safety via the back door, All Might was watching everything with his dropped jaw bleeding and his eyes wider than a dinner plate.

Puppet Prince had pushed

Puppet Prince: All Might! I know that kid was near you when you first captured me! So you have to be nearby! Come out here!

???: Detroit! Smaaash!!!

Suddenly, from the building, a shock wave was large and powerful enough to blow out all the flames blew from the building Midoriya went into.

Then a person came out. They were Midoriya's height and wore a dark cyan armored bodysuit with black inner design on said armor pieces, white gauntlet fused gloves, a red armored belt with an aquamarine buckle, black armored boots with red ankle guards. The mask is dark cyan with sharply pointed ears on the side of the mask, a glowing aquamarine visor shaped like flaming eyes, a black design on the middle base of the cranium, and a white armored mouthpiece.

Puppet Prince: Who the hell are you!?

???: Kamen Rider; Deku.

Puppet Prince: Like I care. Attack my Murder Mannequins!

Deku takes aim with his hand ready to make a flicking motion, then he flicks his finger to fire a bullet of wind pressure at the mannequins. Causing them to break apart upon impact.

Puppet Prince: Gah!

He then did an arcing roundhouse kick that fires a large, crescent-shaped blast of wind pressure across the streets, shattering all of Puppet Prince's mannequins in one shot.

Puppet Prince: Damn you! Iron Puppet!

The Iron Puppet charged at Deku. It fires multiple shots at the green-clad hero from a gun attached to his arm. Deku fires another air bullet and negates them. Iron Puppet fires his own air cannon and cancels out the green-clad hero's attack. It then jumps up above him and smashes at Deku's head, giving him a strong right hook. But Deku seemed unfazed by the attack as he returns with his own punch. Leaving a dent in its armor. Iron Puppet slashes at the green-clad hero with a sword, again dealing no damage, the sword released sparks as it dragged against his, and knocks him away.

Puppet Prince: How can that suit be so damn tough!?

Deku punches Iron Puppet 5 times and then uses his Detroit Smash to create wind pressure, sending Iron Puppet flying. The green-clad hero followed Iron Puppet into the air, then with a crescent kick knocked it back down to the ground. Iron Puppet throws fires a large buzzsaw that flies around the area. Deku gets hit by them, then Iron Puppet fires several more buzzsaws. Deku dodges them, firing an air bullet, embedding it into the ground.

Puppet Prince: Damn you!

The green-clad hero then grabs the handle and pulls the trigger. Causing the "QuirkChanger"s double helix to spin around in the tube it was in.

Hero Driver: FinalChanger! Go Beyond! Plus Ultraaa!!

Deku takes off running at Iron Puppet, breaking the sound barrier upon taking off.

Deku: RIDER SMAAASH!!!

When he is close enough he puts his leg out to deliver a powerful Axe Kick to the doll's head. Sending its head literally "Blowing out its ass.". The head bounced around everywhere before embedding it into the ground. Puppet Prince then fell out of the hole. He tried to run but Deku caught him immediately. The green-clad hero took his control stick and snapped it in half. Tieing him up with the strings and tossing him up to the power lines. Before the pro heroes could ask him any questions. He bolted away.

Death Arms: W-who... Was that?

All Might: (buff mode voice) Hahaha! Didn't you hear him? He's Kamen Rider Deku!

The civilians and heroes looked to see All Might approaching.

All Might: Allow Me To Explain What Happened!

Midoriya was walking down the street, the Hero Driver and QuirkChanger in his bag.

All Might: (small mode voice) Young Midoriya!

Midoriya: Ah! All Might! 

Midoriya turned to look at All Might, in his shrunken form.

Midoriya: How did you know-

All Might: Notebook.

Midoriya: Oh yeah...

All Might: Mind if I ask for a moment of your time? 

The two sat down at a bench, All Might bought two sodas and gave one to Midoriya.

All Might: I explained the situation to the heroes and news crews at the scene. Although it was a bit of a lie.

Midoriya: A lie?

All Might: I said, (mock buff mode voice) "Kamen Rider Deku is an aspiring young hero and my Pupil! While I was chasing Puppet Prince but after saving a civilian from his grasp he got control of my arm, so instead of chasing after him. I sent Deku after him to stop him." Or something like that and they bought it. Didn't say who you were, none of the heroes or newscasts got a good look at you to describe you, well, Izuku Midoriya anyway.

Midoriya: You didn't need to do that. I'm honored that you'd call Deku your pupil.

All Might: Yeah... I was there when you transformed, I took young Bakugo to the hospital. He doesn't remember anything about the incident or what happened. He thinks he stopped the villain.

Midoriya: That sounds like something he'd say...

All Might: One For All... Is my Quirk.

Midoriya did a spit take upon hearing that bit of info. He scrambled to grab his notebook. But All Might stopped him.

All Might: What I'm about to tell you can't be told to anyone else.

Midoriya put the notebook back and pulled out the QuirkChanger.

All Might: One for All is a strong quirk that grants superhuman abilities to its wielder. It also is a transferable quirk, unlike others. The name itself means having one quirk for all people. But not everyone can easily get this quirk, the successor must have the user's DNA via ingestion. It could be a drop of blood or a strand of hair. Yet now... It resides inside that tube.

Midoriya: I don't think I should have this then!

Midoriya attempted to give the QuirkCharger, but All Might pushed it back.

All Might: But something tells me that this isn't an accident. Kamen Rider right? I've heard of them before.

Midoriya: That term just came to me when I changed into the suit. What's it mean?

All Might: Kamen Riders. A group of Heroes coming from before Quirks had ever developed. They were legends above even me against villains that! They didn't have Quirks and they fought villains that ranged from monsters to robots! They were heroes... Until. The Hero Association was formed. The Kamen Riders were labeled as Vigilantes when the new "Hero Laws" were formed. Vigilantism was now a Federal Offence and Kamen Riders were seen as criminals... Over 200,000 Pro Heroes were sent to capture them... It was a one-sided fight.

Midoriya: That's horrible! How could they do that to the Kamen Riders!?

All Might: That's not who I meant...

Midoriya: What...?

All Might: The Kamen Riders wiped the floor with the Pros, despite the massive difference in numbers the Pro Heroes were outmatched in power and skill. The Kamen Riders beat the heroes like they were newbies, specially trained heroes when the standards for heroes was very high back then, and they were treated like a geek in a school of jocks. Pros that were as strong as me even as I am now, it was like watching a high schooler fight a toddler.

Midoriya: Woah...

All Might: "Woah" is an understatement. I was in my first year of UA when the Kamen Riders Arrest Warrant was issued, I saw the fight. I firmly believe that if every villain, including the one that wounded me, and all the heroes in Quirk's history were to join together to fight them. They'd lose without beating an even single Rider.

Midoriya could barely believe what he was hearing. His mind was flooding with questions about the Kamen Riders. Just how strong were they? How many were there? What allowed them to be Quirkless and still beat Pro Heroes from the Golden Age? What were their abilities? etc etc.

All Might: Anyway, I think the Kamen Riders knew what kind of person you are. You have many qualities that would make an excellent symbol of peace. Hardworking, a quick-thinking mind with the ability to act on those accordingly, the ability to smile in the face of danger, and keep fighting despite overwhelming odds, knowing that you can still potentially save someone.

Midoriya smiled at All Might's praise.

All Might: And after seeing your actions, I have to agree, whether or not, taking my Quirk was on purpose or a complete accident. I do see that you'd be a great successor to One-For-All! So forget what I said before. You can become a hero without a Quirk!

Midoriya's eyes basically lit up like a Christmas tree, almost blinding All Might in the process.

Midoriya: T-Thank You All Might!!

All Might: (shielding his eyes) So bright... 10 months from now UA High School will be having an Entrance Exam and a Recommendation Entrance Exam, for those given a recommendation by Pro Heroes. (pulls out his phone) Did a little research beforehand and saw your application to take it. And... (Midoriya looks at him with wonder in his eyes) It was rejected and denied. You can't take the Entrance Exam. I'm guessing because of the fact that you're Quirkless.

Midoriya: You know... I was expecting that answer... But it still hurts...

All Might: So your only option is for a Recommendation Entrance Exam. So here's my plan.

Midoriya put on a serious face, knowing this may be his only what to become an Offical Hero.

All Might: Since I made it known that I've taken on a Pupil under the name Kamen Rider Deku. They'd expect him to take UA's Recommendation Entrance Exam. That's your only real option to becoming a hero at this point. Of course whether or not you reveal your identity as Deku is up to you.

Midoriya: Yeah...

All Might: However! I want you to do one thing before I do the paperwork. (Midoriya gives All Might his full attention) I want you to train your body, for you to become more than "Someone who wears the suit." To be a hero even without that Suit on. That's my condition, how you do this is up to you. In 9 Months, I want you to prove to me that you're not just Deku. That you are also Izuku Midoriya, the Quirkless Hero.

Midoriya smiled widely at the title All Might had given to him.

Midoriya: Yes sir!

Midoriya ran off down the street All Might turned away to go home himself. As Midoriya ran back to his home, however. 

???: Clock Up.

Midoriya: Huh?

Midoriya suddenly vanished into thin air. All Might felt a breeze, he looked behind him to see Midoriya was gone.

All Might: Huh... Fast kid.

Midoriya suddenly found himself in the middle of nowhere on a mountain.

Midoriya: Wha... Where-

???: Clock Over...

Suddenly a man appeared in front of Midoriya. Wearing a light suit of armor with a red primary color, but the red accents are dominant over the chrome on its chest, the gauntlets lost some metallic parts, and the crest on the helmet has extended into a horn, giving an appearance of a Kabuto Beetle.

Midoriya: AAAHHH!! Y-you're a-

???: A Kamen Rider. You don't need to know my name, just call me Kabuto. Most riders go by their Rider Persona nowadays.

Midoriya: W-Why did you bring me all the way out here?

Kabuto: This place is one of the last gathering spots for Monsters, from back before the age of Quirks. You're going to be spending your 9 Months here training. Don't worry, these monsters aren't strong enough to need a Henshin. Not that you could.

Kabuto holds up Midoriya's Hero Driver.

Midoriya: But won't people notice that I'm missing!?

Kabuto: Another Rider is taking care of that. Wizard. As his name implies, he can use magic. He made a doppelganger of you to act in your place while you are here. (goes to do something but stops and continues) Oh, and the clone has also informed All Might of the "Go Kill Yourself Comment"

Kabuto flipped the beetle horn on his buckle over to the other side.

Kabuto's Belt: Clock Up.

When Kabuto vanished and Midoriya made a run for it when he heard a loud roar in the distance.

It was the afternoon back at Aldera Junior High and school was coming to an end. Students were packing their stuff.

Teacher: Before you all leave, we have a guest who has something to say to three students here. Katsuki Bakugo, Asai Takechi, and Tao Monza. So you three stay behind

Suddenly, All Might, in his Buff mode, stepped into the classroom. The students gasped as they passed by him. The no. 1 hero gave a simple wave and a Hello to the students.

Tao: What does All Might want with us?

Bakugo: He's obviously here to give me his recommendation.

Asai: Dude, his recommendation is already going to someone, it's uhh... Its-

Fake Midoriya: Kamen Rider. There's a third part to his name but I don't know what that is.

All Might: (thinking) If he's leaving out Deku from his name, then one of these three can point that name to him. I should do the same. Thanks for the hint Young Midoriya!

The fake Midoriya left and Bakugo growled, slamming his hand on his table.

Bakugo: YOU TWO REALLY THINK THIS WHATEVER RIDER IS BETTER THEN ME!?!?!?

Tao: He did save you from Puppet Prince.

Bakugo: I COULD'VE SAVED MYSELF!!!

All Might: Incorrect Young Bakugo. You were out cold from having your arms broken. My pupil was your only hope of safety. Besides, none of what we've said has anything to do with what I have to say. 

The air suddenly became tense as All Might's signature smile turned to a frown. The three boys and the teacher there had chills go through their blood and spines.

All Might: I heard from Young Midoriya that you had told him to and I quote, "Just pray that you'll be born with a Quirk in your next life, and take a swan-dive off the roof of the building.".

Teacher: T-That's correct. The classroom's camera caught it on tape.

All Might then slammed his hand onto Bakugo's desk. Causing Bakugo to fall back from leaning back in his chair.

All Might: I don't care what kind of "amazing" Quirk you were born with! Words like that are to never be said! (to Tao and Asai) And you two encouraged it! (the desk cracks from All Might's power being pressed down on it) Even the most Vain, Greedy, and Shallow of Pro Heroes know basic manners and how to treat people with kindness! I can't think of one hero who has ever told someone to go and commit Suicide!! If you ever hope to become a True Hero, I suggest you fix that attitude problem of yours Young Bakugo! (inhales and exhales before removing his hand from the desk) I've said my peace, give them their punishment.

Teacher: (gulps) R-right. (bends down below his desk as All Might leaves) For what you've said and you two encouraging it. (places a stack of paper on his desk) You'll be writing a full-length detailed essay about why people shouldn't commit suicide and how to prevent suicide in the area. The essay is to be no less than 4 thousand words and if it isn't good enough you will write it again until it is. Your parents have already been informed about this as well.

Bakugo: WHAT?! I HAVE TO TRAIN FOR THE UA ENTRANCE EXAM!!!

The teacher approaches Bakugo with the stack of papers.

Teacher: Well you should've had the mindset of a Hero, not a Villain or a Bully.

The teacher dropped the stack of papers onto the desk, which caused it to break from the damage it sustained.

Teacher: Your cleaning that up too.

Bakugo: (Fuming) DAMN THAT NEEERD, DEKU!!!

Deku has been left in a land of monsters? Will he survive? What monsters will he face in this land? What will he learn about his role as the next Kamen Rider? Will Bakugo ever grow up? Doubtful about that last one.
