Every civilization needs alot of time, and resources to evolve. It took billions of years to go from brainless creatures to space travel technology.

It happened on very, very, very many other planets. Where most of them couldn't surpass the Great Filter. That cause the fall of their civilizations.

On the other hand, very less civilizations surpassed it, and became the most advanced civilizations out there, working each other, became an unity that allows them to advance even more further, they are called the Unity of the First Civilizations, but even them couldn't exist for too long, because their Unity costs alot of resources, more than they could offer on their mother planet.

Many explorations has been advancing on many planets, across the universe. But most of the explorations failed, because many threats hidden on those planets.

To do that, the Unity of the First Civilizations, has agreed on a plan that took many time, but will be more effectively.

They spent many resources, producing mass spaceships, going everywhere in the universe, on every planet suitable for life to grow. They came there, helping those planet's future rulers to evolve faster, or help them come through the challenges they have to face with, without directly changing the course of their evolution.

They will let more civilizations to grow, and maybe, some of them will surpass the Great Filter, possess the space travel technology, and join the Unity, they could use their knowledge, to help the Unity, solving the resource problem with them, and even bring the resources from their planets to help.

But that's not always the case. There were some civilization surpassed the Great Filter, using violence and war, they created many kinds of weapons that threatened the Unity, to became a ruler of this universe.

The Unity destroyed them, but their technology, and the influence they left impact the Unity deeply.

What if there is more potential civilizations out there, that could do the same thing to the Unity? The leaders of the planets in the Unity, has discussed about this.

And they decided to establish an army, that will destroy any civilizations that has fallen out of the path of peace, developing weapons to consume their own world.
