The reports mention the final mercenary, who seems to be at the same time as Neo and Alex, but they don't know his Identity.

However, These three have caused defection within the White Fangs, which affects all of the White Fangs Branches.

The headmasters knew what the Pandora Mercenaries Guild was doing illegally, but they couldn't do much of anything.
