Chapter 9: Meet the Administrator


Naomasa looked at the small rodent bear thing in front of him with an incredulous expression on his face. He had had dealings with the principal in the past, the two were part of the small group of people who knew the true nature of All Might's quirk after all, but with all he knew about him, he could not ascertain what reason he could have to be here at that moment.

It made no sense. Nezu was in no way affiliated with the HPSC, let alone at a high enough rank where he could order groups of people around, so why was he here? What was he doing, and for what purpose? Many questions were whizzing to and back in Naomasa's head, but for now, he had one crucial priority: prevent the death of the men going into the police station.

Still holding on to his pistol, the detective spoke.

''Principal! Tell those men to get out of there, NOW! If they do not, they will die!''

Handing his megaphone to the man beside him, Nezu confidently approached Naomasa and answered him.

''Have no worries, my friend. All precautions were considered. My men are perfectly suited to dealing with this.''

Frustrated, Naomasa insisted further.

''Sir, you do not understand! There's...''

Naomasa winced at the thought of what he knew would happen once the HPSC swat personnel got a look at Izuku's face.

''If they see his face, they're dead!''

Nezu kept smiling, unfazed at the detective's warning.

''...Yes, I'm already aware of that.''

Naomasa paused, shocked and perplexed at the response he was given.

''W-what? You know? How?''

Nezu's smile seemed to grow larger.

''Our organization is very well informed, detective. Rest assured of that. We are perfectly capable of handling young Izuku Midoriya, something I think your department clearly cannot boast.''

A scowl grew on Naomasa's face, he had basically just killed an innocent man for the sake of protecting the general public... so he was in no mood for all this secrecy. Slowly, and with a shadow starting to cast over his eyes, Naomasa raised his weapon and pointed it at Nezu, who in response started to frown. The armed man accompanying the principal raised his rifle at Naomasa in preparation to gun him down, but was stopped by Nezu raising his arm in a sign of ''Stop''.

''Pr- no. Nezu... this is no time for all of this. People's lives are at stake here if this isn't handled properly. What. Is. Going. On!?''

Nezu took a deep breath in and sighed.

''Yes... I apologize, we are indeed in a particularly dire situation. I should've gotten to the point sooner.''

Nezu raised his paw up towards Naomasa and gestured downward as if to tell him to put his gun away.

''We are here to help, do not worry. I wasn't boasting when I said this crew is readily capable of dealing with young Midoriya. If you'd allow me to, I can show you.''

After a few tentative and doubt-filled moments, Naomasa relented and put away his gun, which prompted Nezu to start smiling once again.

''Good... now.''

Nezu turned to the man behind him.

''Take off your mask, please.''

The man obeyed his order and then proceeded to remove his helmet and gas mask, which sported some sort of tinted glass that prevented Naomasa from seeing his face at first. Once he got a good look at it, however, Naomasa became even more confused... the man had no eyes. Not in the sense that he had no eyeballs where one would have them, no... he lacked even eye sockets, it seemed like his eyes were completely erased from existence, leaving only perfectly standard smooth skin. No eyelids, no sockets, no eyelashes, nothing.

''...What is this?''

''This, my dear friend, is mobile task force Eta-10, Aka ''See no evil''. A highly trained unit compromised entirely of people who are completely blind but whose quirks allow them to navigate normally. This is the unit's captain, codenamed ''Captain Hodr''. At the cost of his sight, his quirk allows him to know exactly what is around him at all times within a certain radius. He can't see you right now, of course, but he knows exactly where you are.''

Nezu turned back around and faced Naomasa.

''You do not have to worry about any of these men seeing young Midoriya's face because none of them are even physically capable of doing so. One member still has eyes but they do not function, his quirk allows him to echo-locate very accurately, basically giving him a mental image using the sound of his footsteps. Another one's quirk works similarly to Captain Hodr's, he has blindsight. He cannot see, in the proper terms of the word, but his eyes relay information to his brain so he knows that things are in front of him, even if he doesn't know exactly what those things are. The list goes on, detective. This task force was specially made to deal with this child's Cognitohazardous properties.''

''Cognito- But... how... how did you...''

''All in due time, my friend. In fact...''

Nezu moved his head to look behind Naomasa.

''I have a proposition for you and you'll need to tell me quickly if you'll accept it or not because...''

Nezu pointed at something behind Naomasa.

''I do not think in the open street is the safest place for him to be at the moment.''

Naomasa turned around and nearly screamed when he saw Izuku with a black nylon bag covering his entire head tied tightly at his neck being escorted toward them by two members of the unit, his dominant height made it so they had to grab him at his wrists as he towered over the duo. As he approached the man and the smart rodent, Naomasa's pupils constricted in horror as his eyes focused in on all of the blood of his coworker, the one he had trapped in a room to be killed by Izuku, covering Izuku's hands and neck area. Staring at them with newfound horror similar to what he had felt when they first brought Izuku to him, Naomasa noted how freakishly long and slender his hands truly were, with his skin seemingly clinging to his bones as if no muscle was present at all. They looked like they had come straight out of the detective's nightmares, and the crimson liquid covering them almost made Naomasa hurl again.

As the two men finally made Izuku stop walking a meter away from Naomasa and Nezu, Naomasa quickly backed away from him and nearly fell over as his foot tripped on seemingly nothing. Looking satisfied at a captured monstrous Izuku, Nezu turned his head to Naomasa freaking out and coughed, causing the detective to turn to him with sweat rolling down his face.

''My proposition to you, my friend, is for you to come with us. You see, our organization's specialty is... let's say ''investigation and research'', it's why we needed the help of our dear friends at the HPSC to form this task force. I'm assuming by now you've realized that Midoriya's ''quirk'' is quite strange, unusual, no?''

Naomasa swallowed a mouthful of spit in nervousness.

''...yes, I have.''

''Good, it only makes sense.''

Nezu shook his head.

''Because we do not believe the power Midoriya holds to even be a quirk.''

Naomasa squinted his eyes.

''What makes you say that, how do you know it isn't?''

''Again, this is something that I can only reveal to you if you accept my proposition. Anyhow... we want to research Izuku's power, find out what makes it tick and what it truly is. The donation of what you've found about Izuku in your investigation would greatly help us in this endeavor.''

''...so you just want me to hand over all I know, just like that? I don't trust any of this, what reason do I have to hand over anything to you?''

''Yes, i'm aware of how unusual all of this might seem, but I do not simply want you to give us all you know, no. I asked you to come with us, to join our organization. Your quirk and talents might greatly help us with young Midoriya's case. And, by joining us, you will be privy to all that we know. We will tell you how we function and how we were able to know about Izuku Midoriya and his power without anybody in your department or otherwise telling us about it.''

The offer that Nezu was offering Naomasa was frankly extremely intriguing, he had a million and one questions that they could answer and knowing more about Izuku's... power would help in knowing how to prevent another incident like the one with the sludge villain from happening again. Naomasa's issue, however, was still trust. Naomasa knew Nezu to be someone genuinely interested in furthering the good for the population in general. He was an important player in forming future heroes to help defend society, after all. But this organization he was talking about was shady, if they only wanted to experiment on Izuku and research him, to what end would they want to do so? For their own sake? For knowledge? For the protection of Japan? What could it be?

''...Before I accept anything, I have a few questions.''

''Hm? And what might they be?''

''What will happen to Izuku after you've experimented on him, will he be sentenced? And why do all of this, what is your organization's goal?''

Nezu took in a deep breath and sighed, seemingly carefully considering his choice of words.

''What will happen to Midoriya is unclear as of now, we will only find out after our research is over. For now, however, I can tell you that the story that will be released to the public is that the HPSC will have taken over the investigation of the case of the ''monster of Musutafu'' and will have, upon great consideration, discovered that the ''monster'' could not control himself during the incident and so will have been sent away to a special governmental facility for minors who lack control over their dangerous quirks. In reality, he will not be sentenced and will be handled by our organization to study him.''

''...What about the affected, what about them? Some might understand given he is a minor, but some won't be satisfied with him just being sent away and will demand him be persecuted harder, how are you going to deal with them?''

''...they will be dealt with accordingly. We do not only have the backing of the Japanese government, detective. Those affected will be handsomely compensated and convinced to cease their pursuit, rest assured.''

''Some won't take the money, some will go to the grave for revenge. What about those people?''

''...We have the proper tools to deal with that, detective.''

''Yeah? What tools?''

Nezu stayed silent, to the anger of Naomasa.

''...What. Tools?''

''...I wished to wait until you joined us to reveal this, but I guess this is something low enough on the ladder of secrecy that I can reveal it to you for the sake of appeasing your suspicion. To put it simply, their memories will be wiped.''

''What?''

''It indeed is as simple as that. Our organization has a certain agent with a quirk that affects memories, his codename is ''mr. forgetful'', he will make those who refuse to stop their pursuit of the monster of Musutafu forget they were ever affected by the disaster. Their lives will be set straight by our agents and they will be made to live comfortably, do not worry.''

''So you just want to wipe the memory of their loved ones out of their mind?! Make them think they never existed?! How could you, in good conscience, do such a thing?!''

''...Naomasa, you believe that Midoriya isn't at fault for what he did, right? You too believe he is completely unable to control himself in his monstrous form, correct?''

''Well... yes but-''

''Well then this course of action is the best possible avenue, is it not? it wouldn't be right to punish Izuku for something he could not control, for something he was born with. Those angry and sad enough because of the death of their loved ones would have their judgment clouded by their grief and would not see that, but the simple fact is that it wouldn't be right to severely punish Izuku. Therefore, the best course of action is to mend the populace's wounds, make it so they forget about Midoriya so they can continue their life normally and free of sorrow. It might be manipulative, detective, but it will result in the most amount of happiness for those who would not stop trying to pursue Midoriya.''

Naomasa gritted his teeth in frustration, it was unjust, but the principal was right. The detective remembered the words of Death Arms; ''There's no justice to be had here... none at all.''. if there was no justice to be found, then making them forget their pain might indeed be the mercy those people would need. Sighing in resignation, Naomasa continued.

''Fine, I don't like it, I hate it, in fact, but I see the logic in it. Now, answer me. Why does your organization want to do all of this? What is your goal? Why?''

Nezu suddenly became very serious, his face holding a stone-cold intensity to it for a moment.

''...We do what we do for the sake of the safety and continuation of our world as we know it, detective. Trust me, the actions of Izuku Midoriya have more weight to them than you could imagine.''

Naomasa stood there frozen for a while, too stunned to even speak. After a moment, however, the detective turned to look at Izuku once again, his hands wrapped around his face and choking momentarily on his spit and tears while crying. His fist tightened.

''Now... I think I've answered enough, now's your turn. Will you join us, Tsukauchi?''

Naomasa turned his head to look at Nezu and hesitated.

''...Fine. But, if I as much smell of something fishy, if I find that something that isn't right or just, I will be heard.''

Nezu perked up, smiled, and clapped his paws together.

''Good! Now, on to transporting young Midoriya. I think you'll find this quite an acceptable means of transporting him.''

Nezu reached his hand into the inside of his small vest and pulled out a remote control containing a single button which he pressed while pointing at the large truck carrying the metal cube Naomasa saw at the arrival of Eta-10. As soon as Nezu's finger left the button, a loud hissing sound could be heard coming from the cube, which prompted Naomasa as well as the constables, who had gotten curious after some eavesdropped on Nezu and the detective's talk, to walk around the large vehicle so they could see the back of it, where the sound was coming from. When they laid their eyes on the back of the cube, they could see what looked to be a pneumatic door being raised as air escaped from what Naomasa guessed was the door opening and shutting mechanism. The door itself was situated directly in the middle of the cube's wall, which led Naomasa to observe that the cube had incredibly thick flooring. Peering further inside the cube and looking around, Naomasa remarked that every wall and even the ceiling seemed to be just as thick as the flooring was. The thing looked like the perfect cell, every corner in the room made a perfect 90-degree angle and nothing looked like it had been welded together, it looked like they had hollowed out a humongous block of solid steel. Naomasa wouldn't even have been surprised if they had told him that the room was airtight. Suddenly, Naomasa heard Nezu coughing sharply from behind him, prompting him to turn around.

''While I appreciate all of your interest in our organization's craftsmanship, I fear that the time for gawking is not now. We have to meet up at a certain checkpoint quickly if we want to transport young Midoriya efficiently to his next destination.''

Nezu gestured toward another car.

''So, detective, if you would please.''

Naomasa didn't move toward Nezu at first, opting instead to stare at the men escorting Izuku to the cube fitting him into the large cell. Still weeping, he was gently yet still firmly pushed into climbing into the block of steel, where he then proceeded to walk further into until he hit a corner wall which he crouched down at and covered his face while sobbing. Suddenly, Naomasa jumped as the loud hissing sound was heard once again, the door began closing slowly on Izuku and then the block was completely sealed again like it was when it arrived. Looking back to Nezu, who still had his arm out gesturing toward the car he wanted them to take, Naomasa finally decided to approach him.

''You said you were going to transport Midoriya somewhere, right? Are you going to bring him to that... ''facility'' you were talking about using that cell?''

Quickly, Nezu brought one of his paws to his mouth and extended a finger over it in a ''Shush'' motion.

''up up up, Detective. We're not exactly in'', Nezu gestured toward the group of constables, ''a private space right now... better to keep this conversation for when we are traveling.''

''...I see. But sir, the point I was trying to make is that you should make sure his mother is transported with us as well.''

Naomasa turned toward the two constables who were still attending to Inko. She still had blood trickling down her forehead, but it seemed to be calming down in intensity. the two seemed to have taken off one of their shirts and ripped it to use as a makeshift bandage, they had done a good job of trying to stop the bleeding. The detective breathed in and sighed.

''Midoriya stayed in the form he is in now for multiple days, he only reverted back once he was reunited with his mother. If we want him to be able to become normal again, she needs to come with us.''

Nezu, who had joined Naomasa in observing Inko, hummed.

''I see... well, she needs medical attention right now, so I'll get a medic to come around. If what you say is true, then she might have to be involved in the research process as well, so she'll need to be brought along to be debriefed about all of this too... I'll have her come along with us to our destination, although she will likely arrive a bit later than we will, which will cause some security hook-ups, but that's fine. For now, we must be off.''

Listening to his request, Naomasa followed Nezu and the soldier who was with him and climbed into the backseat of the large black car Nezu had come in when the captain had opened it for him. To his surprise, however, Nezu didn't immediately follow him once he sat down. Seeing his confusion, Nezu reassured the detective.

''Sorry, detective. Just one last thing I must do now.''

Moving closer toward the rest of the task force, Nezu spoke to them after pointing at the group of gathered policemen and to the two tending to Inko.

''A quarter of you will stay here and monitor them until more agents come around. They will be coming with more cars and a medical transport vehicle, help them in detaining all of the constables and transferring Inko Midoriya to the medic vehicle once they arrive. They are not to move until then. Deadly force is allowed if they refuse to cooperate.''

Nezu turned to the now scared group of constables.

''I'm sorry, everyone... but what you've witnessed here today is a matter of national secrecy. To maintain and protect that secrecy, and by extension protect the population of all of Japan, you are all going to be detained until further notice. Agents will be with you shortly but until then...''

Nezu gestured toward them again and a quarter of Eta-10 raised their guns and pointed them at the group, causing some of them to yelp in fear.

''I suggest you give up your arms and sit tight. Doing anything else will automatically warrant you a charge of high treason.''

To that, the group sat still for a while, unsure if they should listen.

''If any of you might somehow be thinking of not obeying this order, i'd like to inform you that members of Eta-10 are not just blind, they are highly trained soldiers. Their quirks do not hinder them, they greatly increase their efficacy. Before any of you could even shoot again, you'd all be gunned down. So please, give up your guns.''

Now truly scared out of their wits, everyone in the group relented, threw away their guns toward the task force and raised their hands to give themselves up.

''Good.''

Nezu turned toward two soldiers.

''Both of you, gather those arms and bring them a distance away. They will be gathered up once agents arrive.''

Finally, Nezu turned back and walked toward the car. Arriving at the parked vehicle, he gestured to the soldier following him to open the car door to the front seat, and then sat in the passenger side, on a special seat fitted for his unique body, diagonally from where Naomasa was sighting. Then, the captain closed the door and backed up from it. At first, Naomasa had assumed that the captain would be joining them, but it seemed like he was wrong. Suddenly, the car started and they were off. Not having noticed anyone getting into the driver's seat, Naomasa got suspicious, looked to the front, and saw a man dressed in a black suit with sunglasses looking back at him through the car's rearview mirror. Looking back toward Naomasa and seeing his confusion, Nezu decided to explain it to him.

''Sorry, I forgot to mention. Our friend here isn't part of Eta-10, he is simply one of our organization's agents. One was assigned to each car so they could be safely driven here. Some of the personnel of Eta-10 can drive, but only a few can do so safely, so we opted for this instead.''

Looking back to the Genius rodent, a disgruntled look began to creep its way onto Naomasa's face.

''I work with the people in that group... I'm good friends with some of them too.''

An awkward silence began to build between the two men. Nezu turned his head away from Naomasa and toward the road.

''Ah... yes. I'm sorry, detective. I found it wise under the circumstances to not sugar coat anything for them, they're cooperation was paramount for everything to go smoothly.''

''But if it didn't, then they would've been ''gunned down''?''

Again, more silence. Nezu sighed.

''It didn't happen, detective, as I planned... but yes. If they didn't cooperate, it was my order to keep the organization a secret... at all costs. You do not have to worry about any psychological scarring, detective. Once Mr. Forgetful arrives and wipes their memories, they will completely forget even having taken Midoriya into the station's cells.''

The silence continued, eventually Naomasa grew tired of staring at Nezu and decided to turn away from his direction and look at the buildings whizzing by.

''I think it's time I'm given some explanations, principal. This organization of yours... I want to know what makes it think it's allowed to take things this far. I understand the threat Izuku poses, I've investigated it and I know well what could happen if his qu- if his power remained unchecked... but.''

Naomasa turned to look at Nezu in the rearview mirror, causing the rodent to look back at him as he felt the detective's eyes on him.

''Why all of this? HOW is all of this? How did you know to be here right as he lost control again? What makes Izuku so important?''

Nezu cleared his throat and, confidently, began.

''I don't think this car ride will be able to fully encapsulate all that there is to say, Naomasa, but I will do my best to explain to you what I can for now.''

Nezu looked back at Naomasa over his shoulder.

''To begin, I think I should explain my position, my part in all of this, and what we are. Allow me to start by properly introducing myself.''

Naomasa watched as Nezu seemed to reach into his coat pocket, pull out an ID card, and then give it to him. The piece of identification was quite odd, it was unlike any he had ever seen before. The card itself was almost completely black and other than several lines of text on the age, height, appearance and other identifying characteristics of the card's holder, Naomasa also saw a picture depicting the smiling face of Nezu on the card's left side. Finally, and the most identifiable characteristic of the card, Naomasa saw in dark bold letters contrasting the bright white strip going the length of the card: Unusual Incidents Unit, ''U.I.U.'' followed by the official Government Seal of Japan. After being done looking over the card, Naomasa looked back to the principal.

''What is this?''

''That is a card issued to every agent of our organization, mine happens to be slightly different because of my rank, look below my picture.''

Naomasa complied and under the photo, he read: ''Administrator''.

''Administrator?''

''Yes, that is the title given to whoever is at the head of the unusual incidents unit. This means that, just like with U.A., I am the one in charge of things. Formally, I am Administrator Nezu.''

Nezu reached to take his card back and Naomasa handed it back to him.

''What is the ''Unusual incidents unit''?''

''The Unusual Incidents unit is one of the closest guarded secrets of the Japanese government. We are part of the Public Security Intelligence Agency, one of its internal departments, specifically. Not general affairs, first intelligence or second intelligence, however. We gather both domestic and foreign intelligence and what we research does not fall under what one might consider to be ''General'' or even actually real, so it was judged that an entire new department needed to be made. What we research and investigate is anything that might be considered ''Paranormal'' or otherwise outside the bounds of conventionally accepted science.''

Naomasa had activated his quirk, he knew Nezu wasn't lying to him but yet... he had a hard time believing him. The detective covered his face with his hands and then dragged them across it, sighing all the while as he was trying to wrap his head around what Nezu was saying.

''I'm sorry, sir, I'm struggling to understand.''

''Yes, I know it might be... difficult to believe, but I'm telling you the truth. I'm sure your quirk is letting you know that I am. There are things in this world that none of us, not even me, could even begin to understand. The unusual incidents unit was made to combat this type of threat.''

''...Do you have any proof?''

''Of what exactly, detective?''

''That what you say is true, that the paranormal exists. I trust my quirk, but your word is only your word, even if I know you're not lying to me.''

Nezu remained silent for a moment, pondering on how to respond to the detective.

''No, not on me at the moment, I'm afraid. At least nothing that is worth more than my word. The paranormal isn't exactly something you carry around in your back pocket. But, I'm assuming you saw the stamp on my ID, correct? I will give it to you again if you want to further analyze its authenticity. This organization is government-sanctioned, detective, and we have active sights of research on paranormal abnormalities we have found. I think you can trust that the Japanese government wouldn't create an entire organization for kicks. There is a real threat to what we research... especially with young Midoriya. If you'd like, once we get all of this sorted out, we can take you to one of our research facilities so you can cast away your doubt.''

Naomasa readjusted his posture in his chair and laid his hands on his thighs.

''Yes... that would be good. But how about today? How does your organization know so much? And how why do you think Izuku is so important, how do you know he is paranormal?''

''Well, we have one of our anomalies to thank for that.''

Nezu extended his arm out toward the driver, who in response handed him an electronic tablet. Then, Nezu quickly began typing away on the touch screen.

''We have never been able to get a straight answer as to who he is, but he is one of the unit's oldest actually confirmed anomalies, dating back to the very creation of the organization. We research everything that could be paranormal, but little ever comes up being unexplainable. He, however, is different. This... being, is something that is totally outside the realm of our understanding. I'm assuming you know of sir nighteye, correct? All Might's former sidekick and holder of the quirk called ''foresight''.''

''Yes, I know him well. Our police station has worked with him in the past.''

''Well imagine his quirk, if you would for a moment, but completely free from any restraints. Able to predict events from anywhere at any time without the need to touch what he wants to predict the future of. This anomaly detains exactly that type of power. His codename is ''The Dream Man'', he appears to members of the organization at inconsistent intervals of time when they are sleeping and details to them future events, specifically events of great importance or of great and long-lasting effects, he has never been incorrect since the first time he made contact with us.''

''that's... that's unbelievable.''

''Yes, it is... and he was the one who told us about Young Midoriya. At least in part, that is. Long ago, around 15 years ago, he appeared to one of our agents and made this prediction.''

Nezu reached back into the back seat and handed Naomasa the tablet he was typing away on. On it, he saw what looked to be a text file with an artistic depiction of a middle-aged man in a Cold War-era business suit wearing a matching hat on the right side of the page. What was detailed in the file's text seemed to be an exchange between two people, one marked as ''Agent [REDACTED]'' and the other marked as '' Anomaly 990''.

Agent [REDACTED]: Hello? 990?

Anomaly 990: (subject is seen sitting on a park bench overseeing what seems to be a suck pond) Hello again. I don't have much time. Please, have a seat.

(Agent complies and seats himself next to 990)

Anomaly 990: I'm sorry to say that I have bad news... very bad news.

Agent [REDACTED]: I do not wish to be rude, 990, but very little you say ever is good news.

Anomaly 990: (subject chuckles) Yes, I know. But I guess what I mean to say is that this is something that wasn't supposed to happen... and that I might be at fault for.

Agent [REDACTED]: ...Well, what is it?

Anomaly 990: Something... like me is coming your way. Something that is far more dangerous than me. I do not know when or where it is you'll be able to find it, but it will at least pass through [REDACTED] and arrive in [REDACTED] soon.

Agent [REDACTED]: What should we be looking for, then?

Anomaly 990: The [REDACTED] calls it scp-096, but it's also been called the ''shy guy''. You'll be looking for a freakishly tall and out-of-proportion humanoid who's nearly albino in skin color. Be EXTREMELY careful with it, its face is a cognitohazard.

Agent [REDACTED]: Cognitohazard?

Anomaly 990: (subject pauses): Right... the organization isn't familiar with that term yet. Sorry, force of habit. It means that his face is harmful to perceive with your senses, seeing it means you will die.

Agent [REDACTED]: That's... unsettling.

Anomaly 990: (subject is seen pulling up sleeve to check on a wristwatch.) You don't even know the half of it. Unfortunately, your wake-up call is coming soon, I can't talk for much longer. Just know this: what is coming will decide the fate of the world. Either it will destroy it or it will save it. Be. Very. Careful with it.

Agent [REDACTED]: Wait, wait! What else can you tell me? Is there anything else that might help us identify-

Anomaly 990: Sorry, time's up.

(Agent [REDACTED] reports having awakened after this point.)

Naomasa held the tablet incredulously, he checked and double-checked the age of the file and, indeed, it was 15 years of age, before Izuku could've been born.

''Why is he labeled ''Anomaly 990''?''

''Well all anomalies we have found are assigned an anomaly number, It was decided that ''990'' would be his number since it was the first name he gave us, so it stook as his official designation. His codename, ''The Dream Man'', is just that, a codename to make him more identifiable for person-to-person communication. But, in official documents, he is called ''Anomaly 990''.''

Naomasa handed back the tablet.

''All right, so you knew to look for someone that looked like Izuku, but how did you know to be here today, at this exact time?''

Nezu chuckled.

''Well, that is quite simple, detective... we didn't! We are all quite lucky that we could arrive when we did. We identified Midoriya as the possible subject of the dream man's prediction on the day of the ''Monster of Musutafu'' event. He lined up exactly with his description of what we were looking for, so we began investigating him and mobilizing his capture immediately. We would've arrived earlier... but it was only today that he revealed the reason why he went on a rampage, isn't it?''

Naomasa squinted his eyes at Nezu.

''How do you know that?''

''It's very simple, detective. Your station was being spied on. We had agents embedded within your station for years now, about two, in case you ever happened to come across someone who matched the description we were given. They left the station after you interviewed Midoriya's mother to inform us of what one of them had heard during your interrogations. After knowing that this all happened because the villain whom he killed a few days ago saw his face and that, furthermore, he was cripplingly scopophobic, we began to connect the dots. It was enough for us to take it as an all-clear, we began by covertly evacuating the area, enough so that no suspicion would be drawn to us and so that your station wouldn't be made aware. Naomasa shuddered and gulped a mouthful of saliva while his lips quivered.

''I had someone watch the footage taken by the rescue team that was sent into the sewers, I wanted to know what happened to the victims' bodies... the video had to have depicted Izuku's face. I came running back when I met his doctor at the hospital I went to, he informed me that Izuku reacted not only when his physical face was seen, but also when depictions of his face were seen, be it photo or video. i... i.''

Naomasa closed his eyes and tried not to cry.

''I had to lock the constable that watched the video inside the interrogation room, Izuku was only after him so he'd stay in the station if the constable didn't escape.''

Naomasa continued trying not to cry, but failed. Tears began escaping his eyelids and were falling straight onto his lap.

''Damn it...''

Nezu solemnly sighed.

''I see... I'm sorry to hear that, detective. But at least take comfort in the fact that his sacrifice wasn't in vain. Perhaps the entire world was spared because of what you did. who knows what kind of domino effect would've ensued if that man hadn't died in there.''

Naomasa wiped his tears off his face and sniffed.

''I know... I know. I just- i can't believe-''

Naomasa sighed and drooped his shoulders.

''I'm sorry, it'll be a long time before I can come to terms with it.''

''That's okay. All in due time, Naomasa...''

Neither Naomasa nor Nezu talked to each other for a while after the detective's small breakdown, both remained silent and all that could be heard in the car were the vehicle's engine humming and its wheels rolling along the street's concrete as they approached one of the blockades that U.I.U had set up. Looking at the blockade, Naomasa could see multiple men in heavy combat gear preventing a crowd from crossing barricades that had been erected in a way such that their convoy had a clear path to pass through. He also marked that although ''HPSC'' was also written on their gear, that it looked far different from the gear worn by the task force he had just seen, he guessed that meant that none of them were part of Eta-10. As they finally drove by the crowd, they could see leagues of journalists taking multiple pictures of them and of the cube prison that was holding Izuku. Among them, they also saw normal civilians, who looked upon the convoy in worry and anticipation.

''...What happens now... Administrator?''

''What happens now, is that we take young Midoriya to Tartarus.''

Naomasa perked up in worry.

''What?''

''Yes, indeed... and unfortunately so.''

Naomasa tried to come up with a reason they'd be doing such a thing but he couldn't think of one. Tartarus was possibly the safest prison in the world, specifically designed to imprison villains with especially destructive and dangerous quirks but... Naomasa was still worried. The paranormal wasn't considered when designing the prison, what if something unplanned happened?

''...Why?''

''Our organization, unfortunately, wasn't always as well guarded a secret as it is today, and because of that, many foreign governments know of our existence and the existence of the paranormal. Therefore, some more powerful governments with more say in the workings of the world demanded to have a say in important matters such as the subject of the dream man's prediction. Therefore, before sending Izuku anywhere...''

Nezu sighed.

''We need to have a meeting between representatives to decide to which facility he will be sent to, so Tartarus is the safest place for him to be for now until he is transported somewhere even safer, more suited to his containment needs. If my plan goes well, however, Izuku will not fall under the control of any government.''

''What do you mean?''

''Well, detective, if Izuku was sent to the USA, for example, then they would have the most control over research on him and of any resources or intelligence that he produces, basically making it so they have complete control over him. The unusual incidents unit has a research station in Antarctica, I aim for him to be sent there for his testing so he will remain in good hands.''

''But are you sure this is safe? Just throwing him in a cell near all of those villains?''

''We thought of that, detective. The entire prison shall be put into lockdown the time it'll take for us to move Izuku and many prisoners around. We will even need to evacuate Tartarus' deepest level so that Izuku can have it for himself. He will be far away from any potential threats; his cell will be guarded and he will be kept under close watch until the time comes that he must be moved. I admit that this still is not a perfectly safe solution and that enacting this plan is extremely dangerous considering the villains we will need to deal with but for now, it is the absolute best that we can do.''

''...I guess I can understand that, but I am still not completely at ease with your plan, sir.''

''...Neither am I, detective. Many unaccounted-for factors still worry me, but the best I can do is resolve the meeting quickly so he can get out of that prison and to a research facility specifically suited to his needs as quickly as possible. For now, though, detective, enjoy the time you have to recover from the near escape of young Midoriya, because we have much work ahead of us.''
