A bit of info: low tiers are people who were born with rather weak powers and often live the life of constantly being prey to violence. High tiers on the other hand are respected and are the hunters. They are often successful in life where the low tiers often end up in the slums, where they are most likely born and will be forced to stay their entire lives.
