After both Izuku and Momo were diagnosed quirkless their friends abandoned them due to it which was enough to give them the Sharingan from abandonment. Inko and Yor trained them in every way possible so they that don't have to deal with people with quirks are they are now seen as weak. They trained them to the point of failure is not a option.
