"The difficulty of the case lies in its unprecedented scope and difficulty." Those were the first words related to this case that L spoke to the ICPO.
"But it is an act of mass murder, one in which we will catch the culprit at all costs." J spoke next, her voice modulator sounding almost childish with the high pitched tone that it took. Some lesser detectives accused her of mocking them with that tone, but, in truth, she wanted it to mean that they had less evidence to suspect that she was only a child-or at least, she was, at the time she designed it. However, despite that tone, many of those present at the ICPO that day, and L, were taken back by the firmness and seriousness in her voice. As if her only purpose in life was to catch Kira. As if she would stop at almost nothing to achieve her goal. Which was true, above all things, J wanted to know how and why her parents died that day, years ago, the one case always in the back of her mind was the one like this. "It is unforgivable."
"This case cannot be solved without the full cooperation of the ICPO." L was speaking again now, trying to diffuse the slightly confused atmosphere- they were wondering why J felt so strongly about this subject, when she usually kept a calm demeanour even when dealing with the bloodiest, cruelest crimes.
"That is, all of the police organisations from across the world." J broke in again, she had managed to compose herself. "You need to make the decision as to whether or not you will support the investigation at this meeting. Also, we will need additional cooperation from the Japanese NPA"
A police officer from the NPA- I believe it was Light's father, Soichiro Yagami, seemed to be shiver at this, probably because he was from Japan. "What?! Why Japan in particular?"
"We have managed to deduce that Kira is almost definitely Japanese, or at least, they are hiding in Japan." After making this particular comment, J felt a strong urge to roll her eyes; after all, the Japanese police investigated the Otoharada case, they could've put two and two together and linked it to the Kira case, even a child could've figured that out. I mean, I managed to, didn't I?
"But, may I ask both of you why you think the culprit is in Japan?"
Thankfully, nobody at the ICPO heard the rather loud sigh that J gave after Yagami gave this particular comment, surely he could figure it out?
L managed to ignore that, and gave an answer to Soichiro Yagami's question.
"Why Japan, you ask? I believe that we will be able to provide you with proof of that...when we directly confront the culprit."
"A direct confrontation!?" Somebody, I cannot recall who, exclaimed, but instead of providing an explanation, J only told him that the investigation headquarters should be set up in Japan, and that he would find out what they meant.
A few days later, the broadcast was ready; or at least, I believe it was a few days later, I am not the best at recalling dates or times. The detectives were debating whether, strategically, it would be best if only one of them directly confronted Kira, as, if there was even the slightest chance that their deductions were incorrect, then they should be sure that both of them would not die.
However, you could argue that their very jobs were a threat to their lives, so this precaution could be meaningless, and also, if Kira worked with the police, they would already know of both L and J's existence, so again, it would be meaningless. Also, if it was a police officer who knew of L and J's existence, and knowing their existence was all Kira needed to kill, L and J would already be dead.
I did mention, earlier that originally, the two had decided that both should be represented, and when J pointed that out, L did agree that perhaps it would be better to show two investigators, to raise Kira's suspicion, and if possible, get him to panic.
Out of the list of criminals that fitted the criteria needed, (that is, somebody who's arrest was made in complete secrecy, someone scheduled to be executed then, somebody who almost nobody could have access to information, the key word in that being 'almost' obviously L and J were privy to this information, in fact, in most of cases of the criminals on this list, those two were the ones who caught them,) L decided that the one that would be most believable, were he to act as a stand-in, would be Lind L. Tailor, for obvious reasons. J believed that in her case, the most likely candidate would be Jozefa Steiner.
The two sent the plans and information to Interpol, and L began to hack into the TV stations that it would be broadcasted on, for when and if their deductions were proved correct. The script that the two had written was purposefully intended to provoke Kira as much as possible, to make him use his 'killing power'. The two were also prepared for their strategy to not work, after all, how could they be sure Kira would even be watching TV? In the case that he/she was not, then Interpol would air a series of broadcasts with Jozefa Steiner and Lind L. Tailor, until their theory was proved, or until it had been broadcast ten times. This would either confirm or deny their theory, and both could be seen as a victory, as denying it would rule out an option, wouldn't it?
"Watari, I don't suppose you'd be able to get us some sweets? Please?" J was, I believe, slightly nervous, as well as tired. Perhaps she was hoping that the sweets would give her energy, and that it would help her think.
"J, you do realise that those will..." Watari began, but trailed off when he knew what he was saying was pointless, and that it generally wasn't a good idea to question L or J. Not because they got angry, but because, more often than not, you would get a long speech on why they were right. I think, when J was younger, she actually made multiple posters, each filled with the reasons why she needed sweets to be a detective. Anyway, Watari soon returned with a bowl filled with sugar, marshmallows, lollipops and strawberries. At the moment he did so, the television channel changed from whatever programme the two were watching before to the ICPO. Lind L. Tailor was sitting next to Jozefa Steiner, both with their names written in front of them. A VoiceOver announced that they were interrupting the current programme to bring a live, globally televised broadcast from Interpol.
Yes... globally...definitely. Honestly, Kira is not entirely as smart as he is made out to be. Light should at least have realised that something was wrong, the broadcast going ahead at the time it did should at least have been a clue that it wasn't a global broadcast.
"...With Japanese voice-over by interpreter Yoshio Anderson..." Obviously L and J were fluent in Japanese, they had to be. They were also fluent in many other languages, including German, French and Latin.
"I am Lind L. Tailor, more commonly known as 'L'"
"And I, Jozefa Steiner, am known as J. We are the sole people capable of mobilising police in every country worldwide. Criminals have been the target of a killing spree, which has turned into the biggest mass murder case in history."
J looked at L, both of them were calm, that is, their stand ins were. Of course, L and J were as well, but the former is more remarkable, considering that they knew that they would most likely that day. As well as this, the two were playing their parts exceptionally well, capturing the childish and serious parts of both. It was quite believable.
"This monstrous crime must be stopped at all costs. 'Kira,' as the perpetrator is currently known, will be caught. We guarantee it." Lind L. Tailor also was correct about how both easily spoke for the others feelings towards a case, without consulting the other.
"Kira. We think we have a pretty good idea why you're doing this. But what you're doing..." Jozefa spoke now, her voice rising, as the two spoke in unison: "Is evil!!" The two both shared a smug smile, tempting Kira, provoking him, before going back to talking about the investigation.
Almost simultaneously, they clutched their chests, over their hearts, gasping for air, before collapsing to the desk. Dead. Two bodyguards, with their faces mostly hidden behind sunglasses, carried the bodies away.
Those few seconds were the time J used to recover, after all, she saw her family die in the exact same way, of course she would be reminded of that day, that nightmare. Of course, she also had to hack into the television station, so that their broadcast could go ahead.
Even L was slightly shocked, you could hear it in his voice, even through the modulator, in the pauses between his words, "I...don't believe it... This was an experiment, to test a hunch we had, but we never really thought..."
J managed to switch the picture to the one that they used when both of them were speaking, an overlapping L and J. This also, was her cue to speak.
"Kira... You can kill without direct contact, that's useful to know," J gave a slight laugh, again attempting to provoke Kira, for whatever reason.
"So... our hunch was right, I couldn't believe it until I saw it with my own eyes..but you can... You'd have to, of course, it wouldn't make sense otherwise." Notice the change of pronoun whilst L was speaking; J immediately believed it was possible, after all, she did have some previous experience in the matter. L however, wasn't entirely sure, he was slightly sceptical when it came to J's story, after all, she would've been panicking, it was entirely possible she remembered it wrong.
"Kira. Listen to me. If you were the one who killed Lind L. Tailor, and Jozefa Steiner, then you should know that both were condemned criminals, scheduled to be executed at this hour, their arrest and conviction kept secret from the media, the internet. There is no way you could know about them, it seems..." J was most likely trying to annoy Kira, to bring out his bloodlust as much as possible. "But we do, in fact, exist. So kill us, if you can" J stressed the last part of the sentence, possibly to highlight Kira's powerlessness against them, that Kira is nothing. Kira is absolutely nothing without the death note, a wannabe god who murdered everyone who got in his way.
"What are you waiting for? Come on! Go ahead and kill us." It was L's turn to taunt Kira now, both of them could almost sense the aura of annoyance radiating from across the country.
"What's that? You can't do it?" J asked, in a singsong voice, with the air of somebody talking to a young child. She laughed, and them returned to a serious tone. "Well. Evidently you aren't able to kill us. That's a valuable clue, you know... There are people who you aren't able to kill. In return, we'll give you some information." J gestured for L to speak, he knew the information better than she did.
"Although it was announced that this was being televised globally, actually, it was broadcast only in the Kantō region around Tokyo. The original plan was to broadcast this live to other areas in turn, but evidently, that is no longer necessary. Kira, you are in the Kantō region of Japan."
"And, although the police have somehow missed this, your first victim was the Shinjuku killer, who took eight hostage in a nursery school. Compared to the other notorious murderers you have targeted, his crime was not particularly serious, and considering that this case was only reported in Japan, we were easily able to deduce that you were in Japan, and Otoharada, your first victim, was only a guinea pig used to test your powers."
I think what the two were trying to do was to make Kira feel as if he were being cornered, as if he had know idea what he was up against. He didn't, of course.
"We first broadcast in Kantō because of the large population. It was pure luck that you happened to be there. Neither of us expected this to work so perfectly according to plan, but..."
"I don't doubt that we will soon send you to die... I for one am very, very interested how you carried out your murders..." She wasn't lying there, it was a question that had plagued her almost her entire life, a question that she had buried with her casework, deflecting it with thoughts about other murders, other wrecked lives. It was her longest unsolved case. "Of course, that's what we'll find out when we catch you." At that, the two decided to end the broadcast, and resume normal programming, leaving Kira to ponder over what they had just said, and threatened.
"Kira... we will hunt you down wherever you're hiding and we will eliminate you. We are Justice."
