But rather than a copy paste Serafall with different hair, I try to make Irina have that Tomboy childhood friend vibe or personality with Issei

After all Irina have a history being a tomboy so why not? So Irina will still be the positive, energetic girl, with a bit touch of tomboyish and more friendly and can joke with Isseiand blackmail him like a childhood friend does
