Chapter Thirteen - District 2
We landed in District 2, 30 minutes later. We all walked out and were met by a man.
"Welcome to District 2. I'm Corporal Holmes. You follow me please." We did so heading to the main strong hold when there was and explosion. I ducked slightly them looked back to see what was going on.
"Don't worry, it's just how the loyalists say good morning." We walked past a bunch of rebels who were casually watching and keeping guard at the same time. It was then we met with Commander Lyme and patched into a conversation with Coin.
"President Coin, we're indebted to you for the reinforcements and the mockingjay. But I'm not sure that anyone outside of 2 knows what we've been up against. This is the nut." She brought up a hologram of a mountain.
"The Capitol's head quarters for all offensive operations. It's manned by both military and civilian personnel from district 2. As you can see the fortress lies so far beneath the bedrock, it's untouchable. Yesterday we attempted to take the northeastern gate. The enemy countered from higher up and we were forced to pull back. We took heavy losses." I looked at her and I could tell that she lost someone important.
"Could we create a decoy?" District 5's commander asked.
"Send troops to one gate, launch a staggered attack on another."
"Whose troops do you propose as decoy Commander?" Paylor asked. Now she was a person who I like and respected. She would make a good President.
"We have the mockingjay. Don't underestimate her. We could use her to erode support. She maybe able to sway some of the loyalists." Wow such faith in me.
"You've been underground a long time Madam Coin. This isn't like the rest of Panem. Support for the Capitol runs deep here." Commander Lyme countered back.
"Then there is no sacrifice to great. We need to control the arsenal inside that fortress. Even with every district in this alliance, we're outgunned."
"I won't commit my people to a ground assault just to pillage weapons." Paylor denied
"Commander Paylor, your people have suffered more than just about anybody else at the hands of the Capitol." Coin looked at her through the screen
"Which is why I won't condemn a mass suicide." Paylor argued back.
"If we don't take district 2 we won't get into the Capitol."
"Would it be enough to disable the fortress instead of taking it?" Gale questioned
"What do you have in mind?" Lyme asked
"You think of it like a wolf den. You're not gonna fight your way in, so you've got 2 choices. You trap the wolves inside or you flush them out. If we can't attack straight on then couldn't we use our hovercraft to strike around it? We'll use the mountains. We'll hit weak spots in the peaks." You are you and what have you done with my brother? I thought
"We could design the bomb targets in sequence using seismic data." Beetee added
"Trigger avalanches." Lyme caught
"Block all exits, cut of their supplies. You make it impossible for them to launch their hovercraft."
"Bury them alive." Paylor finished. I could tell already she was against the idea
"We'd forfeit any chance to control the weapons." Coin interjected
"Yes, but we'd face a weekend Capitol." Beetee reasoned
"There's civilians in there. They should be given a chance to surrender." Boggs added now he was thinking straight "Could use one of the supply tunnels for the evacuees." He offered
"It's a luxury we weren't given when they firebombed 12." Gale retorted
"Well there's gotta be a better way. Show them that we're the better people." I told him
"I suggest we try the avalanche , but leave the train tunnel alone. Civilians can escape into the square, where our arms will be waiting for their surrender."
"We should have every available medic standing by." Paylor said
"And if they won't surrender?" Lyme wondered
"Then we'll need a compelling voice to persuade them." I felt the attention shift onto me .

Three hovercrafts took off for the mountain, their voices coming over the radio as I stood with Gale and Kat.
"What's the difference Lily? Crushing the enemy in a mine or blowing them outta the sky with one of Beetee's arrows. It's the same thing."
"We were under attack in District 8. And that hovercraft wasn't filled with civilians."
"It doesn't matter. Even if those civilians are just moppin' floors, they're helping the enemy. And if they have to die, I can live with that. No one who supports the Capitol is innocent."
"With that kinda thinking you can kill whoever you want. You can send kids off to the hunger games to keep the districts in line." Katniss snaps at him.
"Bombs away." We heard explosions off in the distance.
"It's war Lily. Sometimes killing isn't personal. Figured anyone who knew that, it would be you."
"I of all people know that it's always personal. And if you think of me that cold. Then I've lost any chance of my brother returning. I am committed in a way that I can still sleep at night asshole." I lifted myself off the wall as the people cheered and chanted hoorah in victory.

We arrived in the square at the end of the train tunnel, where it was mildly damaged. Haymitch, Kat and Gale followed on behind me.
"Don't worry, Lily, there'll be survivors." Boggs assured me
"Let's focus on what you're gonna say. Now, Plutarch wrote a speech for you..." Haymich stated from behind me.
"I'm not saying that." I deadpanned
"Okay, didn't think so. Let's uh... Just remember you're talking to everybody. Not just the rebels but the Capitol. The survivors in 2 we want them to lay down their arms, so you might want to experiment with sensitivity, warmth."
"I'm always warm Haymitch."
"Of course you are, sunshine."
"Make it quick. You're exposed." I walked forward more to get a good sight of the tunnel. But there was no sign of life. I turned around to face them. Cressida counted me down.
"This is Lily Mellark, speaking to all they loyalists from the heart of district 2 ."
"Survivors! Inbound!" One of the rebels shouted and I turned hearing the train come up
"Ready! Ready! Guns up!" I backed up a little
"We've got to get you back" Boggs moved me out of the way. And I watched as the train came to a halt with survivors. Jumping down and getting on the ground like they were ordered too. They were treated like animals. Boggs lifted his gun to one man who clearly had a gun.
"Drop it! Drop your weapon. You drop it! Drop the gun!" There was a gunshot and I saw him drop down.
"Stop!" I screamed running over " Stop! Stop!" I ran over to the man to check if he was alright. I held the man
"He needs help." Well I thought he did till he raised his gun under my chin. Boggs kept yelling for him to drop it.
"Give me one reason why I shouldn't shoot you." I looked into his eyes as my inner 'mockingjay' came out.
"I can't. I guess that's the problem, isn't it? We blew up your mine. You burned my district to the ground. We each have every reason to want to kill each other. So if you want to kill me do it. Make Snow happy. I'm tired of killing his slaves for him." I sneered
"I'm not his slave."
"I am. That's why I killed Cato. And he killed Thresh. And Thresh killed Clove. It just goes around and around. And who wins? Always Snow. I am done being a piece in his game. District 12, District 2. We have no fight. Except the one the Capitol gave us." I continued and I could see I was getting through so I went on
"Why are you fighting the rebels? Your neighbours, your family." He pulled the gun down and I could see the inner him. I stood up slowly and began to address all of the civilians.
"These people are not your enemy!" I called "We have one enemy and that's Snow. He corrupts everyone and everything. He turns the best of us against each other. Stop killing for him! Tonight turn your weapons to the Capitol. Turn your weapons to Snow." One man got up and shot me I went down.
