how to summon: 

1)

you will need a trash can or just a pile of wood.

set it on fire.

place two hatchets like toby's in front of it.

then say, "toby the hatchet boy".

then turn around. 

2)

you can do this day or night you just got to be alone.

chant:

"Ticci Toby come to me, come to my (wherever you are), come in front of me and talk to me, i want Ticci Toby to see me and come to me this is my will so mote it be".

in this you will not see toby but you will hear him, he will also follow you everywhere.
