'Good sense of Humor' means the 'Positive' - not 'Mean One' 

- so you shouldn't laugh at other people's fails or weaknesses - because this isn't nice. A friendly person wouldn't do that. 

'Good sense of Humor' is when you joke at right moments & laugh at the things that Really Are Funny! - so then Everyone Around will perceive you 'Cheerful', maybe even a 'Happy Person' & they will be willing to talk & make friends with you! :)

So find those who have the Same Kind of Sense of Humor as Yours - cause it should be easier to Make Friends with THEM than with someone else who doesn't laugh at Your Jokes & shows no sesnes of humor at all
