Chapter 110


Maddy and Steve are sitting on the couch watching the news.... Wanda sat on the other side of the room, looking guilty as ever.

"11 Wakandans were among those killed during a confrontation between the Avengers and a group of mercenaries in Lagos Nigeria, last month. The traditionally reclusive Wakandans were on an outreach mission in Lagos when the attacked occurred," The News anchor said.

An older man then appeared on the screen.

"Our people's blood is spilled on foreign soil. Not only because of the actions of criminals, but by the indifference of those pledged to stop them. Victory at the expense of the innocent, is no victory at all," The Old man replied.

"The Wakanda king went on...." The News anchor said but was quickly cut off.

The tv screen was now black. Maddy turned to look at Steve and saw that he had turned the Tv off.... he motioned her to look over at Wanda who looked completely defeated.

"The Wakanda king my ass," Maddy mumbled.

"I-It's my fault," Wanda sighed.

"No! No it wasn't your fault," Maddy said.

"Turn the Tv back on. They're being very specific," Wanda frowned.

"I-We should've clocked that bomb vest long before you had to deal with it," Steve spoke up.

Maddy sighed, quickly standing up and walking over to Wanda.

"Rumlow said 'Bucky' and.... all of sudden I was a little girl, who was head over heels," Maddy said.

"People died! And that's on me and Maddy.... not you," Steve replied.

"It's on all of us," Wanda sighed.

"This job... we try to save as many people as we can. Sometimes that doesn't mean everybody. But if we can't find a way to live with that, next time....maybe nobody gets saved," Maddy said.

Suddenly Vision flew through the floor, causing Maddy to jump.

"Vis! We talked about this!" Wanda replied, seeing how frightened Maddy was.

"Yes, I do apologize....Ms. Rogers," Vision smiled.... looking over at Maddy.

Steve laughed, causing Maddy to frown.

"Captain Rogers.... wished to know when Mr. Stark was arriving," Vision said.

"Thank you! We'll be right down," Steve smiled.

"I'll take the stairs....OH and apparently, he's brought a guest," Vision replied.

"Who is it? Do we know them?" Maddy asked.

"The Secretary of State," Vision said.

"Oh great! This should be good," Maddy frowned.

Vision quickly hurried out of the room, and soon Wanda, Maddy and Steve followed.

They all walked into a room, an older man stood up at the head of the table.... while Rhodey, Natasha, Tony and Vision sat around the table. Maddy walked over and sat next to Natasha, while Steve sat near Wanda.

"Five years ago, I had a heart attack. I dropped right in the middle of my back swing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass.... I found something 40 years in the Army had never taught me; Perspective! The whole world owes the Avengers an un-payable debt. You have fought for us, protected us, risked your lives.....but while a great many people see you as heroes, there are some... who would prefer the word 'vigilantes'," The Secretary said.

"And what word would you use, Mr. Secretary?" Maddy asked.

"How about 'Dangerous'? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly.... seems unconcerned about what they leave behind? The Secretary asked.

The Secretary turned around.... turning on the TV, revealing News footage from the past.

"New York!" The Secretary snapped.

Maddy flinched... and soon she started getting flashbacks of that awful day.

"Washington!" The Secretary snapped again.

Maddy turned to look at Steve.... a wash of guilt filled them both, she remembered how she left Steve.... and ran off with Bucky.

"Sokovia!" The Secretary snapped once more.

Maddy looked over at Tony.... who was staring at her, she also saw regret and guilt in his eyes.

"And last but not least! Lagos!" The Secretary snapped.

Maddy looked up at the screen...the burning building. Paramedics moving a body. A dead child..... Maddy quickly looked away, her eyes met Wanda's.

"Okay! That's enough!" Maddy growled, slamming her fist on the table.

"For the past four years, you've operated with unlimited power and NO supervision. That's an arrangement the governments of the world can no longer tolerate! But I think we have a solution," The Secretary smirked, tossing a thick file on the table.

Everyone quickly passed it around the table.

"The Sokovia Accords. Approved by 117 countries..... it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nation panel, only  when and if that panel deems it necessary," The Secretary said.

"BULLSHIT! The Avengers were formed to make the world a better place! I feel like we've done that!" Maddy growled.

"Tell me, Miss America, do you know where Thor and Banner are right now?" The Secretary asked.

Maddy snapped her head and looked at the Secretary.... pure angry filled her eyes.

"If I misplaced a couple of 30 megaton nukes.... you can bet there'd be consequences! Compromise. Reassurance. That's how the world works.  Believe me, this is the middle ground," The Secretary said.

"So, there are contingencies?" Rhodes asked.

"Three days from now, the UN meets in Vienna to ratify the Accords," The Secretary replied.

Maddy turned to look at Tony then to Steve.

"Alright! Talk it over!" The Secretary smirked.

"And if we come to a decision you don't like?" Natasha asked, causing everyone to look at her.

"Then you all will be force to retire," The Secretary smiled.

Maddy frowned.
