For your first question, this is simple. This reference is actually stating the plan to keep the school safe. The plan was "Falling Apart", so the name "Fallen Down" made it seem like it was already a failure, making it easy to twist the reader's mind while reading.

As for the second question, That... that guy has so many reasons, almost always changing. For "A Forbidden Love", the reasoning was to always show that the town could hurt me like he could. And when half the town was doing things from outfitting to weaponry, it was easy to show what put more pain on me.
