Italy realizes how similar Germany and Holy Rome are. But he's afraid to ask Germany if he is Holy Rome because it's a double-edged sword for Italy; if Germany says "yes" that means he knowingly broke a promise to return, and if he says "no" that means he forgot his and little Italy's love.
