Sponsors are given the opportunity to send items to their characters in the Games, which will change the outcome of the story. Items will be distributed by the Sponsors choice, or a collective vote, if more than one person represents a district.

You can sponsor someone at any time, not just right now. You can wait until the Games begin, until the interviews, or you can get a jump on everybody else and help out a District from the get-go.
