[Azure Kingdom, Sky Castle]

Inside a certain wide room of the castle, every leaders which are Kings and queens of the middle continent and some respective officials are sitting on the long rectangular table of the room as each of them discussed the current issues of their own country's towards the Floating kingdom itself. One could even say that such a meeting was like was comparable to the summit of earth, wherein various leader gather together to discuss various countries relationship and affairs.

Of course since the secret exile of the former emperor of the empire wasn't hidden to them, all of them had no qualms whatsoever if Amos himself joins the meeting together with his successor his very own blood related brother borne from the affair of his father, Current Emperor Rusch.

But that is all said and done when in fact some of the officials and royalty from both Orboume Kingdom and Estia Kingdom bore a deep hatred towards him, but since what they needed now is professionalism and not emotions, they naturally had to keep their hatred in inside themselves.

The meeting had been going on for an hour now, and at this very moment the coldness of the air was immediately sensed by various people in the room, after all the Kingdom itself was slowly floating towards the north of the world, wherein the sun rarely touches such area.

"Its quite cold! Good thing i brought my own coat or else i would have totally been shaking in my boots right about now" commented Pope Michael

"Well we do know that there are other countries beyond the sea, its just that we didnt expect that there is a cold place like this" added by the Queen of the Orboume Kingdom as she shivered underneath her clothes

"Well there is nothing we can do about that now... its just how the weather it is in this part of the world... why don't we return to our discussion?" asks Queen Celestia

"Indeed! we need to make every penny of time worth it!" agreed by the King of Estia Kingdom

"Bwahahaha! You lot literally react to little things... its just a temperature, there is nothing to fuss over it" laughed Amos

"Brother... Please stop!" begged Emperor Rusch

"Why? their reaction to little things is quite hilarious! its like they are a new born baby taking its first steps" taunted Amos

"You better stop! You are just a former emperor, you have no right to insult the people in this table... you have no power at all, its just by our own willingness that we even allowed you to join us" retorted by the King of Estia Kingdom which made Amos quite angry to its tone

"Am i hearing it right? are you perhaps wagging your authority right in front of me? the audacity you have" said Emperor Amos

As Amos somehow popped a vein from that taunt and started to retaliate harshly with his words as if challenging that particular person, Asagi herself then cough out loud to break the tension and return the discussion to its original part.

"Ahem!!! If both of you have nothing to do but bicker at each other, then Shut up!"

Upon hearing her tone, both the King of Estia Kingdom and Amos himself then reluctantly back off as they continued the discussion.

To start it off they are currently in the topic of migration and illegal exports that are happening around the other three countries. with the former topic being vague since the azure kingdom could only house a limited people at a time, the latter topic on the other hand stems from the issue of exports' from the kingdom towards the other countries.

After all in this world there are no rules or any republic act to monitor the imports and exports of the kingdom, everything was held accountable by the merchant group of the various guild in the kingdom, thus for the lack of supervision and rise of numerous illegal activities. Even illegal slavery is a big thing in this world and none can stop it at their countries current state

"What shall we do? illegal imports from the Azure kingdom is being brought in to our kingdoms without our notice, if this continues our own economy would be in jeopardy" said by the King of Orboume Kingdom

"Well that is quite a problem, i didn't even know that there are illegal exports happening inside my kingdom if it weren't for you guys... what are the products being exported?" asks Asagi

"Your crops, fishes, and works such as thread, glassware, metalware,  and dresses" replied by the Queen of Estia Kingdom

"That is quite a lot, if such an activity isn't stopped, then it would literally take a toll on each and every economy of our kingdom... How can this happen? i thought the people going to my kingdom is strictly checked and investigated by various offices?" asks Asagi

"Well there is always a catch to every rule... no matter what rules and regulation a kingdom may impose, the people would always find a way to slip past through it" said Amos

"Yes! like forgery, and other illegal means to create a convincing background" said Emperor Rusch

"No matter what it is as long as money is involved, there will always be a way" added by the Queen of Orboume Kingdom

"Humans are sinful creatures... one cant deny that" commented Pope Michael

After hearing what they had to say, Asagi then proceeded to ask for the betterment of the situation and to solve the current problem

"Maybe we could impose a regulation which has no holes whatsoever? Like you know... even more stricter rules to the point that people who are doing illegal works wouldn't be able to find any loophole on it"

"We did thought of that, unfortunately such a plan backfired on us about 6 years ago... back then this problem is the same problem that we are currently facing and we did try to impose such rules and regulations" said by the Queen of Estia Kingdom

"We were even proud to say that such regulations are foolproof" added by the King of Estia Kingdom

"So what's the problem?" asks Asagi

Hearing her question, Amos then quickly interjected as he said it out loud.

"The people or masses didn't like it, they claim that the royalties were only doing such thing out of corruption... they even declared that we are just exploiting our powers to rob them off of their human rights and rights to travel, some even started up to flame the situation and led some crowds to rally up right in front of our door... Those ungrateful bastards, all they see are the wrong doings of their own rulers, they don't even see the sacrifices that their rulers undergone just to improve their society"

"Woah that is quite bad" said Asagi

Clearly such situation was apparent to any world, even on earth the people of that world always never regard  the sacrifices of their leaders. If something good was done for them, they would always turn a blind eye from such deeds, but if their leaders do even a slight mistake, they would immediately show discontent and ruin the image of their leaders. People no matter what world aren't satisfied no matter who leads them

Such a thing is a symbolization of greed, after all greed itself cannot be satisfied no matter how  much you give. On the off side the situation on earth is much more disappointing than this world, after all back on earth internet exist and many brave people would always complain on such places.

"Well we do believe that the rally of our people back in the days was being orchestrated in the dark, after all the people who are truly affected by our strict rules and regulations are already cornered and would do any underhanded trick just to make us concede" said Queen Celestia

"The people aren't even aware that they are being manipulated by someone's greed" said by the King of Orboume Kingdom

"That why the rally's back in the days are laughable! people calling out freedom and rights for themselves despite being manipulated in the dark are all naïve, stupid, fools who thinks they can do better to lead a country rather than their leaders" said Amos clearly sensing his irritation 

"In the end we have to concede and pull back... thus the issue of completely eradicating illegal activities wasn't implemented" said by the Queen of Orboume Kingdom

"Well that's a bummer..." commented Asagi

"You should have heard their disgusting cheers..." said Amos

"Cheers?"

"They were like Woohoo! we won! we managed to take down the rules and regulations that were giving us problems... We are Free! We are Victorious!... Such cheers are sickening to hear from people who are being manipulated... if only i didn't have a position, i would've killed them on the spot" said Amos

With that the room then became silent for a moment as Asagi thought up of a way to minimize the effects of illegal activities while people easily accepting such rules

"How about we implement a republic act specifically for imports and exports?"

"Republic act?" asks Everyone in the room

"A Republic Act is a piece of legislation used to create policy in order to carry out the principles of the Constitution. It is crafted and passed by the Congress of the of the country and approved by the leaders of the country. It can only be repealed by a similar act of Congress" said Asagi

"Since we are not democratic but monarchy, the congress could be changed with people who are close to the leaders of their respective country" added Asagi

"Yes that does sound plausible, but we cant be sure that none of the people we assign to be in the congress would be our ally, after all every person has a motive of its own" said Queen Celestia in worry

"Well if that happens we can just sniff him/her out" said Asagi

"Sniff it out? How?" asks Emperor Rusch

"Through conduct... you see people who are involved in illegal activities tend to overexert themselves if they have a right to establish a rule and regulation which would benefit himself and since passing such rules and regulations are done through majority voting, such a person would naturally needed to have people backing him by pulling them to its side like gravity. In order to do that, such a person need to expend huge amount of effort to bring people to his side... when that happens their actions would start to be obvious and noticeable on the surface, thus we can easily weed that person out if proven that he or she is involved in such an activity" explained Asagi

"But what if they use a scapegoat?" asks Emperor Rusch

"Then we can threaten the safety of that scapegoat and its family, after all in face of death, people tend to save their face rather than other people's faces" answered Asagi

"What if that person is also threatened or drugged to prevent us from learning the true culprit?" ask by the King of Estia Kingdom

"Then we would have no choice but to execute him/her and all of its relatives at an immediate notice, after all it is pointless to interview someone who is resolute to protect its backer" said Asagi

"If you do that you would receive a huge backlash against your own residents, are you sure your prepared?" asks by the King of the Orboume Kingdom

"I have no need for ungrateful subjects, I'm happy to kick them out" said Asagi

"But your reputation would plummet" said Pope Michael

"I mean who cares? Its there choice to live in my territory, if they want to stay then they have to follow my rules, if not they are free to leave, after all its not my loss if they leave, its theirs... they would have no chance in their lifetime to return to my paradise... think of it as exile"

"How can you say all that? aren't you afraid that there might be some spy lurking among the people in this room?" asks Amos

"I'm not concerned one bit, after all no one wants to have my cannons pointed at their residents while they are sleeping right?" said Asagi with a threatening tone

With that everyone was stunned silent by Asagi's answers as they stared at her with wide eyes and complicated emotion.

However in that moment Gabriel suddenly barged unto the room as he announced the signs of land

"Your Majesty! We are nearing land"
