Everyone is in the city. Walking around or inside of their bases, do wherever you want. Just beware outise is no man's land filled with police and other gangs members. It is not safe to walk around alone.

Of course, some additional money would be usefull so feel free to try getting some. Again, a warning is that if police catches you, you're in a big problem, still it is better than being captured by another gang.
