Why it's the way it is: So I've read her story before so that's why I have he idea what is going on. The town reflects the kingdom (or realm) she is in, it's dark because they're opposed to her kind but most of the people ere are evil. The young girl, or the protagonist, stands on a skull because she brings destruction or so I think but skulls seem to have a big part in this story.
