Chapter 4
Ark
September 21st 2580
Not long after the UNSC made itself present on the Ark, many citizens of the Ark had mixed expressions about the UNSC some were skeptical, some were hopeful, and some were distrustful of the UNSC. On the UEG's side however, they more skeptical of the Unified Earth Government more than the UNSC, Nikkes who stumbled into a UEG camp were treated as if they were human by UEG workers much to the dismay of many within the Ark.
UEG Aid Station

Clinic
The UEG volunteers who had also came onboard the Destiny had already established an aid station providing free medical treatment, food, medicine, and the daily needs for the Arks citizens who direly needs them. The volunteers did not care how the Ark and it's citizens view them, if there are people in need then they give the best for the people and treated Nikkes and all as if they are equals.
Dr. Fiona Schultz (UEG) (Arcadian)
Fiona: Your symptoms indicates that you have a Flu. I'll prescribe you paracetamol and ibuprofen, get enough rest and sleep, drink and eat plentifully, and keep yourself warm understand?
Ark Citizen (Young male): Y-Yes, thank doctor.
Fiona a UEG Doctor had just finished diagnosing an Ark Citizen for Flu and is writing down the medicine prescription.
Fiona: Here, give this to my fellow volunteer, they'll get you your medicine.
The Ark citizen then exits her office, almost immediately Fiona started working on a report. The Arcadian was a survivor of the Human-Covenant war along with her younger brother.
*Knock*
*Knock*
Fiona: Come in.
The door opens and an armored Spartan walks in.
Fiona: Jack, what brings you here?
Cmdr. Jack Schultz (UNSC) (Arcadian)
Jack: Just got transfered here sis, hope you don't mind.
Fiona: I don't, as long as you don't cause any trouble of course.
Jack: Yeah yeah.
The Spartan IV was younger than his sister but taller in a way that many would think Fiona was younger.
Jack: So how's it going so far?
Fiona: Well I got 3 cases of diarrhea complaints, 4 Flu's, and so far 1 Malaria case.
Jack: Do you need help or anything sis?
Fiona: If you can keep a scalpel blade steady then yes.
Jack: I... Think I'll just stick to a railgun.
Fiona giggled at the response her younger brother gave her.
Fiona: Get going now, I'm going to have more patients to take care of.
Jack: Alright, see you then sis.
The spartan then opens the door and gets out, unbeknownst to both however was the fact a child manged to slip into Fiona's office without both noticing.
Fiona: Hmm... Gotta continue on the report.
While Fiona was writing away at her report, the child snuck from the blindspot of her desk and went up to the cabinet back to her desk.
Fiona: Hmm Hmmm Hmm.
Checking to see Fiona was humming, the child then opens the cabinet and proceeds to look for something.
*Rustle*
*Rustle*
*Rustle*
Fiona: Huh?
The rustling caught the attention of the Doctor, whom then leaned over her desk and caught the young boy red handed. The child seeing the shadow loom over him looked back and saw that Fiona caught him.
Fiona: Hello there little guy, do you need some-
Without any hesitation the boy grabbed what he could and bolted out of the room.
Fiona: HEY!
The Doctor then got up from her seat and away from her desk, she then ran after the young boy who was running in the clinic hall.
Fiona: Hey! Don't run if you need anything!
Due to her wearing heels she had to run slower than the boy in order to be careful. Infront there was Jack still walking.
Fiona: Jack!
Jack: Huh?
The Spartan IV looks back to see his sister running and the boy running away from her, instinctively he caught the young child by snatching his jacket.
*Grab*
Jack: Gotcha!
He then lifts the kid up and Fiona was able to caught up and pants from exhaustion
Fiona: Thanks, Jack.
Fiona then faces the young boy who was dangling from his jacket.
Fiona: Please, why did you try and steal some of the medicine in my cabinet?
The child didn't answer at first.
Fiona: Please, the sooner you say why then the sooner I can help.
The boy hesitated for a while but finally spoke.
Child: I-It's for my sister... Please...
Upon hearing the boys answer, Fiona immediately knew what to do. She ordered her younger brother to put the child down with a hand gesture, and with no question he did as he was told.
Fiona: Jack, grab my medical bag.
Jack: Right on it.
The Spartan IV then hustled away.
Fiona: Can you please show me the way to your sister?
Child: A-Are you going to help?
Fiona: Yes, I will help your sister.
Child: T-Thank you...
Fiona smiled warmly, she had helped many people in her lifetime and this one was no different. Or so she thought.
Jack: Got your bag sis.
Fiona: Good, come along with me. I have a feeling that you need to.
Jack: Right behind you.
Fiona then then kneels down to the child.
Fiona: Now show us the way, okay?
The child nods rapidly and pulls on Fiona's coat to gesture to follow. The two then followed where the boy led them.
Outer Rim
Following a small path that the boy led them through, the Doctor and Spartan wounds up in a slum like city.
Jack: What is this place...?
Fiona: Looks like a rundown area.
They continued to follow the little boy until they arrived at a makeshift house made from scrap metal and wood.
Fiona: You... Live here?
Child: Yes...
The boy then opens the door, the makeshift house was nothing more than just wooden floors, a makeshift wooden table, and a rundown mattress.
Child: Big sis! I'm back!
Out of the corner came out a girl, 10-13 years old, long hair, and was wearing a dress made out of rags.
Teen Girl: Simon... You're back...
The girl gave a smile, she looked towards both Fiona and Jack.
Simon: Big sis! They're here to help!
Teen: Really...?
The teenage girl was holding on to the small corner wall for support.
Fiona: My name is Fiona Schultz, this is my brother Jack Shultz. We're here to help you.
Teen Girl: Then... Thank... You...
The girl tried to walk but after a few steps she falls onto the wooden floor.
*Thud*
The thud was heavy indicating the girl fell hard.
Simon: Big sis!
Fiona and Jack immediately rushed to help the girl, Simon the little brother frantically tries to wake his sister up. Fiona checks the girls temperature and was shocked when it came back at an alarming 40 degrees Celsius (104 degrees Fahrenheit).
Fiona: A severe fever. We need to get her back to the clinic!
Jack: The only way back is through the main gating area! It'll be impossible to scale a wall that high and the small passage way is too tiny for someone to be carrying another person.
Fiona: Then the main way in it is, Jack carry her.
Jack: Will do.
Then Spartan IV proceeds to pick the girl up, Fiona went to comfort the crying Simon.
Fiona: Don't worry, we'll get her out of here and give her the treatment she needs.
Simon: *sniffle* Really?
Fiona: Really, no matter what.
MOMENTS LATER
Main Entrance to Outer Rim
Fiona: WHAT?!
Ark Entrance Guard: I'm sorry ma'am, she isn't a citizen of the Ark and so she isn't allowed to go in the Ark.
Fiona wasn't able to believe what she was hearing, a child in need of medical attention was denied because she wasn't a citizen.
Jack: She's sick, are you being real right now?
Ark Entrance Guard: I'm sorry sir, as I said she isn't a citizen.
Fiona shifts her eyes to Simon who was clinging onto her crying. Her blood was boiling and she tries to calm down.
Fiona: I am a volunteer of the UEG, you will let me exit this area with the girl and boy to give them treatment and the aid station we have established within the Ark.
Ark Entrance Guard: Ma'am you must understand that they are non citizens, they are not allowed within the Ark.
Fiona: Then they are citizens of the Unified Earth Government!
She proudly shouted loudly.
Ark Entrance Guard: What?
Fiona: They are now both citizens of the UEG, if you do not let them be citizens of the Ark the the UEG will openly accept them as one of their own.
Ark Entrance Guard: But ma'am they're-
Jack: That's right, if you do not let us pass then that'll be a violation with the UNSC and UEG, we'll be forced to take action to do what is necessary.
The guard wasn't able to do anything, sure the Outer Rim's inhabitants were non-citizens of the Ark but the UEG can take them as their own.
Ark Entrance Guard: Fine... Open the gate...
*BEEP*
The gate then starts to open.
Fiona: Wise choice.
The two then rushed back to the clinic and got the girl the medical treatment she needed.
At the Clinic
Fiona was able to get the young girl into stable condition, much to her relief along with Jack's. Simon was still quite worried for her older sister, Fiona then walked to Simon who was sitting outside of where his sister's medical room.
Fiona: Simon, your sister is in stable condition. However she needs to stay here for a while until she gets better.
Simon: C-Can I stay with her here?
Fiona: Sure, I'll get you a matrass and a pillow. You'll both be in the same room but you'll have to sleep separately.
Simon: O-Okay...
Simon enters the room, Fiona then see's Jack walk down the Clinic hallway towards her.
Jack: How's the girl?
Fiona: She's fine for now... Where were you?
Jack: I went to submit my report to Lieutenant Cortez.
Fiona: Anything about the slum place we just went to?
Jack: All of it.
Fiona then leans onto the clinic walls and sighs.
Fiona: Let's hope the Fleet Admiral does something about it.
UNSC Destiny
Fleet Admiral's Private Quarters
David: A slum city you say?
The Fleet Admiral was talking with Cortez through a Holographic screen.
Cortez: Yeah, got a report from spartan Schultz. A junkyard city cut off from the rest of the Ark called "The Outer Rim".
David: Are the citizens there treated as citizens of the Ark?
Cortez: Schultz's report says they're not, they were trying to get a girl out of there for medical treatment but the entrance guard wasn't letting them back into the Ark.
David: I see... How's the construction of the fortress?
Cortez: Barracks and Airfield are done, I would estimate that the fort will be done by tomorrow midnight. More accurate is next week.
David: Good, that'll be all Lieutenant. Continue the supervising of the construction.
Cortez: Will do.
The call then ends.
*KRRSSCHLUM*
The mechanical door then opens to reveal the Vice Admiral.
Veronica: Fleet Admiral, you have called for me?
David: Yes, Veronica. Did you do what I ask?
Veronica: Of course, our onboard supplies should sustain us indefinitely. All we need are materials for the onboard war factory.
David: Reports from any of the scanner drones sent to the asteroid belt?
Veronica: None, they're still scanning.
David: Very well... One more thing.
Veronica: Yes, Fleet Admiral?
David: Organize another group of volunteers, we'll be sending another down to the Ark.
Veronica: Haven't we sent enough?
David: Apparently not, now there's an entire slum city that we just found out.
Veronica: Very well, I shall organize another group of volunteers right away.
The Vice Admiral gave him a salute and then leaves, another call then comes through his holographic screen and it came from the President of the Unified Earth Government and so the Fleet Admiral answered.
David: President Ruth. What a surprise.
Ruth Charet President of the Unified Earth Government
Ruth Charet: Fleet Admiral, I hope you are making progress along with the Ark?
David: We'll start our campaign when the fortress is finished, but it would seem we've encountered another surprise.
Ruth Charet: Please elaborate.
David: We've encountered a slum city, which is named "Outer Rim" and it's inhabitants aren't even considered citizens of the Ark.
Ruth Charet: So they are neglected in all needs?
David: To put it in, yes.
There was a moderately long pause.
Ruth Charet: Then we'll make them official citizens of the UEG.
David: Madam President?
Ruth Charet: If the Ark doesn't acknowledge them, then the UEG will.
David: Hardy idea Madam president.
Ruth Charter: Trust me Fleet Admiral.
Everything will go to plan.
