After World War III, the output Europe and Africa could produce just enough crops maintain an 18000 daily calories intake for citizens. The Fall of the European Union after the war and lack of steady agricultural output meant drastic measures needed to be taken to prevent famine. In 2061, The majority of these PMC were East European veterans acting under the Soviet International Military Cooperation Bureau in Europe and Africa. 

In United Kingdom. Gregory Marcell was the veteran of the World War III, even though Soviets PMC was acting as International Cooperation Bureau in Europe and Africa. Gregory Marcell established his own PMC, called White Forest, it one of world largest Private military companies followed by Griffin and Kryuger (before foundation), Shadow Company and G.H.OS.T. 

In 2051, the Rebels armed with military were large stocks of weapons and equipment's left in various regions that never recovered but only to be found and black market was flooded with leftover. The warlords and rebel throughout the region had quickly armed themselves like an army to faced with outfitted militas fighting on their own land, the PMCs suffered many losses. Eventually PMC turned to using Tactical Dolls. The Doll robot Industry had been in a steep decline following the end of the war, but the investments from several PMCs gave the industry another chance.

The White Forest conducted their HQ in United Kingdom m even thought they had latest weaponry and technology that can rival Neo-Soviet Union PMCs and Militaries.

In 2064, after Griffin and Kryuger base S09 area was destroyed by KCCO, the White Forest had to defend their own base, by building the high-tech dome to protect themselves. The White Forest stole some URNC weapons. In 2069, White Forest was hired by Vladimir Zakhaev, the former Eastern Coalition leader, who wants to retrieve Aetherium. Marcell and several of his contractors accompanied Zakhaev in Augsburg, Germany where the old Requiem base was hidden, after launching an attack on poilzei forces as a diversion, breaching into a basement to discovered all doctors of mummified corpse of Requiem personnel around, one of his contractors found two Aether Vials and crystal. As they escaped, they were attack by Poilzei and Stasi reinforcements. Trapping, Zakhaev used one of the vials to create an Exculsion zone which turned people, both dead and alive into zombies. Zakhaev albeit wounded by a sniper managed to return to LTV with Marcell before leaving area, realizing the effectiveness of Aetherium.
