Volume 1 {Chapter 10: Coastal Chaos 1}
Officer Alex sighed in another daily morning routine, a routine he was quite familiar with how much he goes along with it. The walk to the precinct was like any other, a simple jog to the building.
The VPD building wasn't anything like the gigantic castle of Beacon or the floating city of Atlas but it was the home of the many officers who work day and night for the safety of Vale. While professional Huntsmen and Huntresses go out battling the Grimm outside the kingdom walls, the officers here take care of the citizens and take care of burglaries and such...
Officer Alex did whine now and then about the aspects of the job but still did it with honor and pride. He may be a Huntsmen back then but now, he was happily serving the people from harm.
He opened the door and immediately went to a coffee machine to get his fix and saw a few officers there, who saluted him. "At ease, men." That calmed them down and resumed drinking their drinks. "So, what's the news now?"
"Attacks are getting worse, robberies at Dust stores are increasing and the people are already questioning the chief." One of the officers said sadly before downing the drink in one gulp. "Got a briefing coming up. You should come, sir."
"Got it." Grimacing at the works of Torchwick, Alex asked more. "Anything else?"
"We have a new recruit." That seemed to pique Alex's interest. "Guy just came from Mistral the other day and the chief already put him at parking tickets duty." He cringed at the job, remembering well on his first day back then.
Back when the people were a very angry and mischievous bunch, drivers would just park anywhere they want and not care for the inconvenience they cause and so the courtroom was always full. Needless to say, the judge was tempted to pull the trigger himself and get it over with.
"That's harsh, even for him."
"Yeah well, that's what happens when you ask for the position as senior right off the bat."
"He did what?" Alex knew that to get the position as a senior officer, the people have to vouch for you in terms of experience and valor in the line of duty. "Guy must have been very confident to ask the chief for that."
"Right? But then again, it was kinda expected." Alex turned his head to another officer coming into their space.
"What do you mean, John?"
"I heard from intelligence, that the new guy was the top of the academy before coming here. Honor student, valedictorian, a perfect score in terms of physical means and even got the council in it to congratulate him." Damn, this guy is good. With so many achievements under his belt, no wonder he expected to become a senior.
"God damn, and in his early years too."
"I know. Guy expected to be in Atlas with all those higher-ups praising him but here he is. I guess we should be lucky we have someone as capable as him but..."
"But what?" Alex sipped his warm coffee.
"The kid came from Mistral. And you know how bad it is there..."
No words weren't spoken anymore. The kingdom of Mistral is heaven and hell in terms of money and fame. The more recognizable you are, the better you are living and vice versa. With how many achievements the rookies have, Alex assumed he was someone from high tide or an orphan at the poorer side of Mistral who fought his entire life to survive.
Sighing heavily, Alex gulped the remaining coffee and threw the plastic cup in the bin. "Well, nothing we can do now. Let's just go to the briefing."
Nodding along, the officers finished up and walked beside their senior officer towards the briefing room.

It was a half-day for Beacon for the preparation of the Vytal Festival coming soon and many student bodies were visiting Vale and its many decorations for the upcoming festivities. One team was RWBY, with Weiss adoring each of them. "Isn't this simply amazing?"
"You mean the decorations?" Y/N asked her. Looking around, he did see many colorful banners and ballons posted around them. "I mean, yeah. They are pretty but it isn't something to just gush about."
Weiss turned to Y/N and looked as if he had grown a second head and rushed over. "How could you not gush?!" She then gestured around the block and continued. "A festival dedicated to the cultures of the world! There will be dances! Parades! A tournament! Oh, the amount of planning and organization that goes into this event is simply breathtaking!"
Y/N can't tell if there was even was one parade he saw in the RT videos he saw. Or dances of any kind. Just the tournament in Amity Colosseum.
Yang sighed as Weiss finished her over-exuberant rant. "You know how to take a good thing and make it sound boring."
"Quiet you."
She rolled her eyes and walked along "So, remind me again why we're spending our afternoon here at the docks instead back at the dorm?"
"It smells like fish." Ruby covered her nose in disgust.
"I've heard some students are coming from Vacuo to visit Vale," Blake announced the reason to her teammates.
"And, as a representative from Beacon..." No one gave her that title. "I feel as though it is my solemn duty to welcome them to this fine kingdom." Weiss then walked faster to the docks, leaving RBY and Y/N.
Blake got closer to them and whispered her true intentions. "She wants to spy on them so she'll have the upper hand in the tournament."
Technically, they already have one. Professor Peach's class, especially her spars. The entire purpose of that is to accommodate yourself with the different types of weapon variants and how to properly deal with each of them as well as knowing the strengths and weaknesses in each style.
Weiss overheard Blake's conversation and denied it entirely. "You can't prove that!"
"Your attitude suggests otherwise, Weiss." Y/N comments.
"Wha- I- Uhh..." Weiss stuttering elicited some giggles and chuckles from the group.
The walk was entirely peaceful about some time. There were stands already set up along the streets and even merchandise about the upcoming festival is selling like hotcakes right now.
That was until Ruby turned her head to the right. "Whoa."
They all turned to see what happened and made their eyes widen in surprise. There lay a shop with windows broken and door out of its hinges. Yellow police tape covered the entrance as the glass littered around the pavement in front of the shop. Two police detectives were there, gathering notes on the crime scene.
RWBY and Y/N walked to one of them and the leader asked. "What happened here?"
He glanced at her, then at Y/N with his arms crossed. "Another Dust robbery this week. This place is turning into a jungle."
Yang sighed sadly at the display, knowing this shop will close down for little to none Dust for purchase. " That's terrible."
The partner of the detective, who was inside at the shop gave another info. "They left all the cash again."
That seemed odd to Ruby, as she did hear something similar back at her first night with Ozpin. "Huh?"
"Yeah, it doesn't make sense though. Who needs this amount of Dust anyway? Unless you're building a superweapon, this amount could amass a small army."
"You thinking White Fang?" Blake twitched slightly to not gain attention, though Y/N already saw it.
"I'm thinking..." The detective glanced around him and sighed heavily. "That our coffee isn't here yet. Where is that rookie?"
RWBY and Y/N walked away from the scene where Weiss gave her opinion about the case. "Hmpf! The White Fang." Switching to 'Heiress' mode... "What an awful bunch of degenerates!"
Blake, getting annoyed turned to the heiress. "What's your problem?"
Weiss turned to her and gave an answer only a Schnee would give. "My problem? I simply don't care for the criminally insane."
"The White Fang is hardly a bunch of psychopaths." Blake crossed her arms, indicating she is serious. "They're a collection of misguided Faunus."
"Misguided?!"
"To be fair, the SDC did coverup most of the incidents just to save face." Y/N chipped in the information. "Not only did that add more fuel to the fire, but also made assumptions that humanity doesn't care if Faunus lives or not."
"They want to wipe humanity off the face of the planet!!!" Weiss countered.
But Blake had one of her own. "So then they're very misguided. Either way, it doesn't explain why they would rob a Dust shop in the middle of downtown Vale."
"Blake has a point, you know?" Yang came to help her partner out. "I mean if I was a bunch of Faunus-"
"Misguided."
"' Misguided' Faunus, then I would try and cover it up."
"Yeah." Ruby finally joined in. "And besides, the police never caught that Torchwick guy I ran into a few months ago... Maybe it was him?"
"That does sound like him." Y/N held his chin as he tried to make some sense into this. "But why would a thief leave the money? Unless it's for something else."
"That still doesn't change the fact that the White Fang are a bunch of scum." Blake was noticeably getting angrier and annoyed at Weiss' choice of words. "Those Faunus' only know how to lie, cheat and steal."
"That's not necessarily true..." Yang tried to find another meaning but failed since she hasn't been paying attention in English.
Before the conversation can turn into a larger argument, a nearby sailor shouted nearby. "Stop that Faunus!"
That seemed to break the tension as the group rushed over to investigate. There, they saw a Faunus with a yellow tail with blonde hair and red gauntlets. His attire consisted of a ripped white shirt and jeans.
{OBSERVE}
NAME: Sun Wukong
TITLES: The Yellow Monkey, Annoying Monk
WEAPON: Twin Nunchaku Pistol Staff {Ruyi-Bang and Jingo-Bang}
SEMBLANCE: Soft Clones
FIGHTING STYLE: Flexible
INFO: Growing up in the harsh sand of Vacuo, Sun Wukong fought his entire life just to be accepted in Shade Academy. Vacuo isn't the best place to live in but it was the perfect training ground to mold him into a fierce fighter Vacuo can be proud of.
He jumped from the boat and landed at the harbor. "Thanks for the lift, guys." Running away from them, the sailors tried to catch him.
"You no-good stowaway!"
The monkey Faunus was now dangling from a lamp post with his tail and is peeling a banana. "Hey! A no-good stowaway would've been caught. I'm a great stowaway." Before eating his treat, one of the detectives threw a small stone to get his attention.
"Hey!" One of the detectives yelled at the Faunus. "Get down from there this instant!"
His response: A banana peel to the face.
Shortly after, the monkey Faunus was now running away from the cops and passed by RWBY and Y/N.
But time crawled to a halt as the Faunus gazed upon Blake and winked at her. Blake barely had time to register the blonde Faunus as she only stared at his face.
Much to the surprise of the Faunus, he didn't anticipate the crash that was gonna happen. Nor was the man carrying two cups of coffee.
The crash made the cups fly into the air and onto the man carrying them. "Sorry, bud." The Faunus quickly apologized before making a run for it, with the detectives still running after them.
"Well, you wanted the see the competition Weiss and there it goes," Yang said, oblivious to the man still on the ground with coffee on his head.
"Quick we have to observe him!" And so, RWY ran after the monkey Faunus, not noticing that Blake hasn't moved from her spot.
Y/N saw the individual drenched in the caffeinated drink and moved to help him get up. "You alright there?"
The man dressed in a suit looked up to Y/N and smiled. "Yeah, not my first time being drenched in coffee." The man laid his arms out as the liquid dripped from his blue suit. "Though, this is a first for me."
Blake snapped out of her thoughts and walked towards Y/N and the man. "I'm sorry for what my teammates did to you."
He looked at Blake for a moment and merely shook his head. "It happens." Sighing, he fished out a handkerchief to wipe off the coffee. "You guys should go ahead. It is rude to keep your friends waiting."
Blake and Y/N glance at each other before looking at the man. "You sure?"
He nodded as the two teens rushed over to what is happening, leaving the man to himself.
Shaking his head, the man picked up the cups nearby and threw them at a trashcan where he was walking away, possibly to get his attire washed and cleaned.
An ominous red glow from his back made him stagger a bit before correcting himself. "Don't worry, we'll have fun. Soon..." He darkly chuckled as he walked into an alleyway and disappearing from wondering eyes.

Weiss, Ruby and Yang were on pursuit on the trail of the Monkey Faunus and the two detectives. Even though they had two agile fighters, Ruby and Weiss couldn't keep up with the chase for long.
Eventually, it came to a halt when they passed a corner and Weiss accidentally ran into someone and made both of them crash to the ground. When she looked at the chase, Weiss saw the Faunus jumping away from them and thus lost him. "No! He got away..."
"Uh, Weiss..." The heiress looked back and saw Yang pointing at whom she crashed into. That made her jump up in surprise and away from the person.
"Salutations!" The ginger girl greeted, not at all in pain from the collision course or the hard ground she was in.
"Uh... hello." Ruby awkwardly said, unsure and unknown what to do in this situation.
"Are you... OK?" Yang was in the same boat as her sister.
"I'm wonderful. Thank you for asking." She replied, not even moving from the ground she was in.
The group glanced at each other and agreed silently that this girl, is 'weird'. Not physically weird but, mentally weird.
"Do you... wanna get up?" The blonde brawler asked the question the 'weird' girl should have done naturally.
The ginger narrowed her eyes when Yang said that statement and responded, "Yes." She then later flipped from the ground and stood up straight in front of them, in response; they stepped back.
"My name is Penny. It's a pleasure to meet you." Penny introduced herself among the three girls, all in their signature colors.
"Hi Penny, I'm Ruby."
"I'm Weiss."
"Yang and..." She looked back and saw Blake and Y/N came from behind them. "The black one is Blake and beside her is Y/N."
The two teens stopped before Penny and Blake looked over at Yang. "Who's she?"
"She's-" Before she could answer, Penny, fired it off faster.
"Salutations, my name is Penny. It's a pleasure to meet you."
{OBSERVE}
NAME: Penny Polendina
TITLES: 'Real Girl', Emerald Ranger, Daughter of Pietro Polendina, Android of Atlas
WEAPON: Multiple Short Energy Swords {Floating Array}
SEMBLANCE: N/A {On Account that she doesn't produce Aura on her own.}
FIGHTING STYLE: Fluid Mechanics
INFO: Created by her father, Penny Polendina is the greatest creation Atlas has ever made with the invention of her own A.I {Arteficial Intelligence.} She was the daughter of Pietro Polendina, who created her with his own Aura and thus gave life to a mere robot.
"You already said that," Weiss said to Penny, knowing what she said before meeting Blake and Y/N.
"...So I did."
Weiss coughed at her hand, signaling the group to move. "Well, sorry for running into you."
"Take care friend!" Ruby finished as they all walk away from Penny.
RWBY and Y/N turned around as they all walked in a specific direction. Unsure of what to make of the girl, Penny. Sure she's nice and friendly and all that, but her general common sense was a weird one to be sure and everyone knows this.
Blake and Y/N looked at each other briefly and shrugged their shoulders as to what is Penny.
Yang was the first to ever speak what everyone thought of Penny. "She was... weird."
Shaking her head form the encounter, Weiss nonchalantly said, "Now, where did that Faunus riff-raff run to?"
"What did you call me?"
Penny, the girl they just met from around the corner, suddenly appeared in front of Weiss. Which made her look back and forth while pointing at her.
Yang just brushed it aside and apologized. "Oh, I'm really sorry. I definitely didn't think you heard me."
"No, not you." Technically speaking, she already heard Yang and doesn't have the emotion for a rebuttal. Penny walked closer to the group, specifically, Ruby. "You."
Startled, Ruby was a bit confused as to what she meant." Me? I-I don't know. I, what I, um, uh..."
"You called me 'friend'! Am I really your friend?"
The red reaper looked behind Penny and saw her teammates gesturing a 'No.' with hands and expressions. However, being the innocent child she is; "Sure, why not?"
With that, they suddenly realized how innocent Ruby truly was and gave up. Y/N sighed from the comedic drama they did and shook his head. 'If only new friends were kooky as Penny.'
Speaking of her... "Sen-sational! We can paint our nails, and try on clothes, and talk about cute boys!"
Ruby groaned a bit from Penny's 'excitement' as Weiss picked herself up beside her. "Oh, is this what it was like when you met me?"
"No; She seems far more coordinated."
Coughing in his hand, Y/N then questioned her. "So... What are you doing here in Vale?"
"I'm here to fight in the tournament." The Ginger replied, shocking Weiss.
"Wait, you're fighting in the tournament?"
She saluted to her as if indicating she can be trusted. "I'm combat ready!"
"Forgive me, but you hardly look the part."
"Says the girl wearing a dress," Blake said to Weiss and her combat attire all in all. Seriously, if you are going to wear a skirt in combat, at least do something about how small it is.
"Its a combat skirt." Weiss retorted back at Blake for her choice in outfits.
"Yeah." Ruby agreed, giving each other a low-five.
Weiss then realized something, something a bit far off. "Wait a minute." She marched over to Penny and grabbed her shoulders. "If you're here for the tournament, does that mean you know that monkey-tailed... rapscallion?" Blake silently seethed with anger.
"Who...?"
"The monkey Faunus they were chasing." Y/N said to Penny before Weiss can say anything more. "I mean, you did pass by them, followed by two detectives."
"Oh... him. Yes, I know the Faunus. He is a leader of his own team called 'Sun'."
"That's great." Weiss then procured a notebook and a pencil. "What else can you tell me about the rapscallion?"
"Why do you keep saying that?!" Blake has had enough and burst out her anger upon Weiss.
"Huh?"
"Stop calling him a rapscallion! Stop calling him a degenerate! He's a person!"
Getting infuriated, Weiss turned to Blake and glared at her. "Oh, I'm sorry." Her tone reeks of sarcasm as she released Penny's shoulders. "Would you like me to stop referring to the trash can as a trash can? Or this lamppost as a lamppost?"
"Stop it!"
"Stop what? He clearly broke the law. Give him time; he'll probably join up with those other Faunus in the White Fang!"
"You ignorant brat!"
Weiss and Blake angrily glared at each other, both not standing down from their beliefs. Yang slid near Ruby as she was looking a bit uncomfortable. "Um, I think we should go..."
Penny, not knowing what is going on, popped near Ruby with a smile. "Where are we going?"
"Yeah, I think so too. What do you think Y/N?" When Ruby turned to him, she saw that he lowered his head in a silent gaze. "Y/N?"
"How dare you talk to me like that! I am your teammate!"
"You are a judgemental little girl."
"What in the world makes you say that?!"
"The mere fact that you would sort that Faunus boy with a terrorist group solely based on his species makes you just as much of a scoundrel as you believe him to be!"
"So you admit it! The White Fang is just a radical group of terrorists!"
"That's not what I meant, and you know it!"
Just as Weiss was about to rebuke against her teammate, Y/N has had enough of this and decided to end it.
CLAP!!!
The two stopped their argument in slight fear as a very loud clap made them turn their attention to Y/N, who made it with a little help from lightning Dust. Y/N was now very pissed and very irritated by Weiss and Blake's attitude on this and now they will pay for it.
"Weiss." His voice was deadly serious, carried authority and made both girls tremble before his very deep voice. "You have no right to discriminate a Faunus just because of one bad act. Humans have also done similar things and yet you only lay the blame upon the Faunus simply because they are Faunus! You have no knowledge of their intentions and yet you curse them as if they are the root of the problem, which they are not! So stop being such stuck-up bitch and look more closely at the problem!"
Y/N then darted towards Blake with the same expression. "Blake. I get that you want to support the Faunus as a whole but denying the fact that someone did illegally board a ship without clearance just make's it worse. You just supported his actions indirectly and that can cause problems for you in the future, especially to the ones that hate the Faunus species. Accept the fact that Faunus can be bad or people like Weiss will just continue their harassment!"
"AM I CLEAR?!" The two briefly glanced at each then shut up, making him sigh. "Look, I'm sorry about that. It just felt, stupid just to argue whether someone is right or wrong and to see it was both at the same time all along." He turned around and looked at them. "I'll be at Monty's. See ya guys at Beacon."
With that, Y/N left 4 speechless girls alone.
Blake felt embarrassed about what she said and guilty as Y/N was indeed right. She defended the wrongs of a Faunus and instead of helping authority, she let it go as if she was the one to decided if the action was good or bad. Weiss was too, thinking she was gone from what her father envisioned her to be but was acting like it on Blake. Weiss thought she ditched her stuck-up attitude when she apologized to Ruby and felt horrible of what she said to her fellow teammate.
Ruby was scarred, no doubt. Y/N practically acted like her dad when he snapped and scolded at a boy bullying at her back then, and that was holding back with her uncle there to help. Sure, the boy did apologize but moved the next day to Atlas and it felt horrible. Yang was the same, feeling a bit guilty for not stopping this as an older sister but also didn't see it coming at all. She wanted to help her partner out, by stopping the argument as fast as possible but couldn't find the courage to do so.
Penny had already left the area, feeling heavy in her heart. She wasn't used to this feeling and so fled without warning. Not noticing tears dripping from her face.
With a long sigh, Ruby looked at her teammates. "Let's... go home. I have a feeling it's gonna be a long night."
