Some time ago I've heard that Everyone's follow limit is 1 K ( which means that you Should be able to follow 1 K users before you reach your limit & can't follow more for some time )...

... - But a weird thing happened when I followed 996 users & wanted to follow a new follower back ( which would be my 997th person I follow - so It should be 'still possible' ) - but when I clicked the 'Follow' button - nothing happened. It didn't work, I couldn't follow another person cause 'Wattpad just didn't let me'...

*So when I noticed that, I got Surprised & I was like: 'Hey! - Why can't I follow this one more user? :/ ... - I thought I was able to follow 1 K! XD
