It showed The Triskelion, S.H.I.E.L.D. Headquarters which is located at Cleveland Ohio. Anne Winters was seen entering Nick Fury's office as She was angry about the mission yesterday, The mission was suppose to be saving hostages and Fury sent Natasha to back up some Intel and even sent another agent who was Alex Ambrose.

Anne opened the door and saw Fury as She walked towards him as Fury stared at her.

Anne: You just can't stop yourself from lying, can you?

Fury: I didn't lie. Agent Romanoff had a different mission than yours.

Anne: Which you didn't feel obliged to share.

Fury: I'm not obliged to do anything.

Anne: Those hostages could've died, Nick.

Fury: I sent the greatest agent in history to make sure that didn't happen

Anne: Soldiers trust each other, that's what makes it an army. Not a bunch of guys running around and shooting guns.

Fury: The last time I trusted someone, I lost an eye. Look, I didn't want you doing anything you weren't comfortable with. Agent Romanoff is comfortable with everything.

Anne: I can't lead a mission when the people I'm leading have missions of their owns.

Fury: It's called compartmentalization. Nobody spills the secrets because nobody knows them all.

Anne: I even met another agent that claimed that you sent him there.

Fury: That was Alex Ambrose, He is Emil Blonsky's protégé or I can also say Blonsky's kid, He is also one of Ross's soliders, After the incident with Abomination and Hulk six years ago, Alex disappeared and Ross even tried to find him but he was nowhere to be found.

Anne was staring at him as Fury said something.

Fury: Until I found him one day, I sent him for the task Agent Romanoff was doing.

Anne: So he is a super solider?

Fury: You can say that.

Anne nodded and crossed her arms before Fury got up and walked towards an elevator as Anne was staring at him until Fury said something.

Fury: Insight bay.

SHIELD Computer: Captain Winters does not have clearance for Project Insight.

Fury: Director override, Fury, Nicholas J.

SHIELD Computer: Confirmed.

Anne was confused until the elevator opened as Fury told her to follow him as Both of them were in the elevator and were looking around.

Anne: Where are we going?

Fury: I'll show you.

Anne looked at him as Both of them were talking to eachother as Fury was talking about his Grandfather back in the days. Soon the elevator stopped as Anne and Fury walked out of the elevator as Winters saw giant heilcarriers

Anne was staring as the elevator stopped and Fury said something as Anne continued looking at the helicarriers.

Fury: This is Project Insight. Three next generation Helicarriers synced to a network of targeting satellites.

Anne: I see.

Fury: Once we get them in the air they never need to come down. Continuous suborbital flight courtesy of our new repulsor engines.

Anne: These are made by Stark?

Fury: Well, he had a few suggestions once he got an up close look at our old turbines. These new long range precision guns can eliminate a thousand hostiles a minute. The satellites can read a criminal's DNA before he steps outside his spider hole. We gonna neutralize a lot of threats before they even happen.

Anne: I thought the punishment usually came after the crime.

Fury: We can't afford to wait that long.

Anne and Fury were standing as Anne raised an eyebrow and spoke to him.

Anne: Who's "we"?

Fury: After New York, I convinced the World Security Council we needed a quantum surge in threat analysis. For once we're way ahead of the curve.

Anne: By holding a gun at everyone on Earth and calling it protection?

Fury: You know, I read those SSR files. Greatest generation? You guys did some nasty stuff.

Anne: Yeah, we compromised. Sometimes in ways that made us not sleep so well. But we did it so the people could be free. This isn't freedom, this is fear.

Anne disagreed on the use of the heilcarriers and she felt like this was going to give them nothing but fear.

Fury: We know what we are doing, Agent Winters.

Anne: No, This is dangerous. You shouldn't be doing this.

Fury: SHIELD takes the world as it is, not as we'd like it to be. It's time for you to get with that program, Captain.

Anne glared at him as Fury was glaring at her as Winters was silent before she walked away in anger as Fury was staring at her before sighing to himself.

An hour later, Anne was wearing her casual clothes as Winters was at Smithsonian Museum, There was exhbit that was dedicated to her and Anne decided to visit it. She was still upset at Fury but Anne wanted to take her mind off.

Anne was walking around the museum as She was looking at posters of herself along with the Howling Commandos. Anne was fixing her hat and dress as She heard the narrator speaking.

Narrator: A symbol to the nation. A hero to the world. The story of Agent Winters is one of honor, bravery and sacrifice.

Anne was listening to it as People continued entering through exhibition and was listening and looking at the posters.

Narrator: Denied enlistment due to poor health, Anne Winters was chosen for a program unique in the annals of American warfare. One that would transform her into the world's first female to participate and the first super soldier.

Anne saw a kid that was looking at her with a huge smile on his face, He recognised her and was really happy as Winters had a smile on her face but gave a sign to the kid to be quiet as The kid smiled and understood.

Anne saw some old footages of herself as Agent Winters with the Howling Commandos as Anne was watching the footage.

Narrator: Battle tested, Agent Winters  and er Howling Commandos quickly earned their stripes. Their mission was taking down HYDRA.

Anne continued watching the footages of her fighting until she saw a display of Bucky.

Narrator: Best friends since childhood turned lovers, Bucky Barnes and Anne Winters were inseparable on both schoolyard and battlefield.

Anne was staring at his picture as She started having memories of him as She started feeling sad and heartbroken as There was a footage of her and Bucky talking to eachother while cracking jokes as Anne had a smile on her face.

Another footage was when they started dating, Anne and Bucky shared a hug together as Barnes kissed her neck as Winters was laughing and moving away from him as He was also laughing with her.

Anne had a huge smile on her face remembering that as Winters looked at her locket and picture of Bucky which she still keeps.

Soon Anne was watching a footage of Peggy Carter who was being interviewed.

Peggy: That was a difficult winter. A blizzard had trapped half our battalion. . . . Captain Winters, She fought her way through a HYDRA blockade that had pinned our allies down for months. She saved over a thousand men and become a hero to everyone.  Even after she died, We always honour and remember her.

Anne was staring at the footage as People continued watching it as Anne had a small smile on her face and looked around.

Later on, Anne was seen visiting Peggy who was lying in a bed and was really sick, Anne was sitting in the chair and was looking at her, She was really old but still looked recognizable.

Anne: You should be proud of yourself, Peggy.

Anne looks at Peggy's family photos by her bedside table showing her with her children.

Peggy: Mm. I have lived a life. My only regret is that you didn't get to live yours.

Anne was sad as She looked at the ground as Peggy was looking at her.

Peggy: What is it?

Anne: For as long as I can remember I just wanted to do what was right. I guess I'm not quite sure what that is anymore. And I thought I could throw myself back in and follow orders, serve. It's just not the same.

Peggy: *Chuckles* You're always so dramatic. Look, you saved the world. We rather. . .mucked it up.

Anne: You didn't. Knowing that you helped found SHIELD is half the reason I stayed.

Peggy: Hey. The world has changed and none of us can go back. All we can do is our best, and sometimes the best that we can do is to start over.

Anne smiled a little as Winters was thinking about Peggy's words until Peggy started coughing as Anne gave her a glass of water until Peggy looked confused at Anne until she was shocked.

Peggy: Anne?

Anne: Yeah.

Peggy: You're alive! You. . .you came, you came back.

Anne: Yeah, I did.

Anne smiled a little and looked sad because Peggy actually had alzheimer's disease as Peggy started crying.

Peggy: It's been so long. . .So long.

Anne: Well, I couldn't leave my best sister, You know?

Anne smiled at her as Peggy was looking at Anne and smiled a little as Anne touched Peggy's forehead.

Meanwhile at the Fury's office, Nick was seen at the computer as He said something to the computer

Fury: Secure office.

All the windows are blackened, Fury takes out the flash drive that Natasha had downloaded all the files from the Lemurian Star and places it in his computer.

Fury: Open Lemurian Star's satellite launch file.

SHIELD Computer: Access denied.

Fury: Run decryption.

SHIELD Computer: Decryption failed

Fury: Director override, Fury, Nicholas J.

SHIELD Computer: Override denied. All files sealed.

Fury: On whose authority?

SHIELD Computer: Fury, Nicholas J.

Fury was really confused and felt a bit worried as He got up and went to the elevator as He said something.

Nick Fury: World Security Council.

SHIELD Computer: Confirmed.
