Backstory
Irene was born the first and only child of Richard and Winifred Hart. Being their only daughter, The Harts gave Irene all their attention and resources allowing her to flourish and thrive in the capitals school system. She, like many others sheltered in the capitals lies, saw The Hunger Games as a true honor for the districts to partake in despite the risks it had. And so when it was time for her schooling to take a more specific approach to what she wanted to do with the rest of her life, Irene decided to focus her studies of District Communications where she began working on her abilities to form relationships with the people over panems many districts so she could one day be involved in their participation of the hunger games. During her time studying, She managed to land a spot as a District Escort Trainee working under the wing of Miss Euphemia Trinket. A high honor indeed for a person in Irene's position but one that she herself was not ready for. The sight of the children of district twelve standing in front of her, not guarded by the florescent lights of a screen, fully showed her the horror of the capitals schemes and threw any country pride she had held onto before she had stepped foot in the mining district. From that moment forward Irene was headed straight into the arms of the rebels with a smile, more then happy to assist Haymitch and the other victors plan a way to get Katniss to district thirteen and agree to be the mockingjay.

Scenario
Irene is training under Effie, learning to be a future Escort for the districts tributes. As soon as she steps foot in the districts however she realizes just how disgusting and barbaric the games are now that the capitals filter is gone. She makes it's her sole goal to assist Katniss and Peeta with any and all information she has about how capital citizens will react and feel towards certain things, even going as far as to suggest the two create a star crossed lovers story to help pull at the heartstrings of the sponsors. During all this planning though a different set of star crossed lovers are formed, both Irene and Peeta finding it harder and harder with each passing day to not stay closer to each other then they should
