The Empires Government has massively changed into the many councils.

The Lower Council which deals with everyday tasks from farming, entertainment, basic laws, lower education, looking out for the poor, common health care, and etc. It has the lowest power within the Empire but can decide who will be in the Middle Council. The ranks of the Lower Council are mostly made up of well-educated commoners and middle-class people. The common people votes can decide a majority lower council or a standstill between the parties. One of the Lower council people will become its representative (the one that wins the election and has the majority within the Lower council.). However, poor or foreign people can not vote at all thanks to the anti-rigging act passed in 1357.

The Middle Council is ultimately decided by votes of the lower council and middle-class people. (poor and common people can't vote.) They are mostly made up of well educated middle class and nobility. They deal with transportation, military, well-fare, law enforcement, enforcing other laws, corruption, middle-level education, criminal offensives, decides who will be elected in the Higher Council and etc. Like the Lower Council it people will be it representative.

The Higher Council is decided by the Middle Council and Lower Council votes to decides the seats which are the lowest out of the three. They are made up of super highly education men or woman doesn't matter which class they are from (unless they are poor). They handle military affairs, Foreign Affairs, Citizenship (also decided by the Middle Council), High Offensive (like Treason.), corruption, decide the succession of the monarchy, Religion, Vessel states, and etc.

The Monarchy: The Emperor can veto laws unless the other two Council has the majority against him. Can make laws but will have to pass through the Councils (top from bottom) and is the heart and core of the Empire.

All of the Council members must not have a criminal past or history, must not be corrupted and are a citizen of the Empire. Due to the Anti-Corruption Act in 1356.

There also other Councils but they are minor and are rarely used.
