History/Quick backstory: Talia is an ex-HYDRA agent. She was working with them from the beginning to the end of the Winter Soldier program. She became to fall in love with the mysterious "Winter Soldier" himself, which the HYDRA workers used against both of them. If she even thought about stepping out of line they would threaten to hurt James and vice versa. Finally Talia managed to get them out, sneaking under the guards. They were on the run, and that spark turned into more. When she was 23 the two had a daughter (who is now six years old). They ended up in Bucharest, where Steve Rogers (and pretty much all the Avengers) were during the UN meeting. (which was also why they were still running). (segue into CA: Civil War)
