It was founded by the first inkwaver and the Inklings and octolings after the world known as Pangea break apart. The first inkwaver was name Divide,first a man but when his body started to decay he replaced them every body part except his brain with machine

His staff is known as the first inkwaver and he created characters from games to protect the city

These soldiers and machinery are from Bioshock infinite and they are also called Columbia's finest

And Incase for and problems in the city, Divide created the French army from battlefield 1 as the city's military police

And for there offense and defense,Divide created the Assassin's order to be the elites

And (if optional) when Divide turn evil he would declare war on the world below the city,thus creating clones of the SMG4 crew's strongest members such as Meggy

To the city it is impossible to be defeated (unless axel helps the crew as well to fight against them)
