WG| Chapter XXXII: Cosmic Order
Part 2: The Establishment of the Cosmic Order
Mortals are forbidden to read the laws within the Cosmic Order; their interference in our conflicts or affairs will evoke more disturbance. Among the Advanced or Blessed Mortals are also prohibited to learn about the Cosmic Order even if showered with flattery by other Gods. Any mortal found to be reading this will also be punished. The only exception to these rules is the Ascended; they are the new Gods.
The Origin
The Cosmic Order was non-existent in the first fourth universe cycles due to the stability between the Gods. At the start of the fifth universe cycle (which is the current universe cycle), a mighty war erupted. It was speculated that the problem arose due to so many Gods being created, born, and Ascended. There were also not a lot of planets, but forming celestial bodies, such as stars, black holes, and galaxies. Several Gods started destroying many of them. The unrest started out inconsequential until the planets with a God Civilization were being destroyed. Multiple sides begin to split. The first calling for order- The Lawful Faction, the others who desire no lawful bounds- The Anarchy Faction, and Gods who were in-between with no extremes, possibly longing for the adjournment of this war. Many of the neutral Gods reported their civilizations were still destroyed in this war.
Both sides fought each other. The Anarchy Faction destroyed living planets as well. This lasted for an endless amount of years until the Lawful Faction overcame the battle. Cosmic Order was constructed in the Ten-Billionth Era, 5th Universe Cycle. Those who took part in the Anarchy Faction were punished based on their actions.
Minor Anarchy Faction Members are ones who sided in no laws, but destroyed no planets with life or a God' Civilization faced a very limited amount of time in Isolation until giving into the Cosmic Order. Those who were in favouritism with no laws, but not in the faction, joined the Cosmic Order peacefully. Thus far, no members in this category have performed any actions opposing it. It was reckoned that they joined to protect their civilizations.
Moderate Destructive Anarchy Members who destroyed planets with life while fighting the battle had their powers revoked, becoming Advanced Mortals. They were forced to stay in Tainted Zen, a dimension where punished Gods reside. A lonely realm, where they have to practise survival, kill creatures, and have a small economy. They are to stay there for an indefinite period until it is observed that change for the better. They will be furtherly watched after powers are returned to them, amount undetermined. Most of the members showed great change and joined the Cosmic Order.
Extreme Anarchy Faction Members that murdered many God Civilizations, lifeful planets, and fought Gods in the war had either permanently sent to Tainted Zen or expelled from the universe. Their powers were removed, only at the Advanced Mortal stage. Tainted Zen or universe expulsion was determined by the length of time and persistence of their actions. Short, but persistent anarchy or long, but not persistent destruction go to Tainted Zen. Gods creating chaos for a long time with constant persistence were sent out the universe. The chosen universes have low magic ground, were old, or had no Gods in them. There have been a fraction that these Gods showed remorse for their actions; however, discussion about accepting their return hasn't been centralised.
Anarchy Faction Leaders are now Disgraced Mortals with their power and immortality removed. They were banished from the universe, sent to Isolation, or executed. Their progress with promise of reform is not observed and no plan to change it in the future.
Hierarchy
To keep balance, hierarchy is in order. Categories go from God, Gift Power, Civilization, and Universe.
God Hierarchy
The God Hierarchy is not bound by social privilege; capabilities determine the rank. A requirement for a God to be classified as a Primordial, also known as Universal God, should have the ability to hop universes without wasting their mana and possess infinite Cosmic Energy. Cosmic Energy is the source of the universes that enter the Gods as well. Lesser Gods can still kill a God in the higher rank if their gift powers are strong enough. A Cosmic God can still hop universes, but cost them their energy. They also have limited Cosmic Energy. Lesser Gods have none of the requirements, but have these 'gift' powers beyond mortals. Every God has a 'gift' power. It is also likely for a higher God to have better powers.
The higher rank also means a prolonged punishment if a rule is broken. Respect and loyalty is valued when it comes to God's age, behaviour, and benefit to the Cosmic Order.
Primordial (Universe) God: 3% Of the Universe.
-Have Infinite Cosmic Energy.
-Ability to Travel Universes without the Cost to Their Own Energy.
-Are Not Affected by Low Magic Levels, But Also Boosted in High Magic Levels.
Cosmic God: 15% of the Universe.
-Universe Travel Costs Energy.
-Cosmic Energy.
-Not Affected by Low Magic Levels, yet Boosted with High Magic Levels.
Lesser God: 82% Of the Universe
-Can't Universe Travel.
-No Cosmic Energy.
-Have Gift Powers.
Ascended are mortals that were chosen to be the new Gods by the older ones. Their new rank is determined by their power.
Advanced Mortal:
-Immortality.
-Can have the Gift Powers.
Blessed Mortal
-Mortal with the Gift Powers.
-Not immortal.
Disgraced Mortal
-Immortality Removed.
-Powers Removed.
-Mortal that had read the Cosmic Order.
-Mortal cursed by a God.
Gift Power Hierarchy
Gift Power Hierarchy is set in the areas of how strong the power is. Gift Powers are abilities aside from a God's power, likewise, Cosmic Energy and Universe Travel. The lower the tier, the stronger the power is. It is possible to have multiple powers.
Tier 0
Tier 0 gift powers can affect the universe. They are heavily monitored. Those who wished to use their abilities to affect the universe must be granted approval by the Cosmic Order Council.
Tier I
Tier 1 can affect the space around them, but can't affect the universe itself. For example, a God that can create planets, but can't foster galaxies or stars are Tier 1 Gift Power.
Tier II
Tier II can't affect space, nor the universe itself; they are still strong. Whole planets can still be affected by this gift power.
Tier III
Gift Powers in this ranking are above mortal capabilities, but impossible to impact the universe, space, and celestial objects. Planets might be affected, but can recover.
Civilization Category
Omnipotent Civilization
Omnipotent Civilizations are empires where Gods live and where Gods rule. God Monarchs can permit mortals to live there or not. Their characteristics are planetary size and the most advanced civilization. Technology and power are very high, coming across them will feel inspiring and very threatening. They are rare in the universe, but the criminal offence is high for those who try to attack them.
God Civilization
God Civilizations are Gods ruling mortals. They are set into two types: Type A and Type B. Type A God Civilizations are Gods ruling an entire planet full of mortals. Type B is an empire on a planet where a God rules the mortals. They are not as advanced as Omnipotent Civilizations, but more advanced than Mortal Civilizations.
Mortal Civilization
Mortal Civilizations are empires created by mortals. They can be an entire planet or an area. Gods can help the growth, but shouldn't take control unless granted.
Universe Hierarchy
Gods hop around universes. None of them are the same. They can have higher magic, higher Cosmic Energy, young, or the polar opposite. Universe class helps which universe is more favourable to live on, create civilizations, or likely to buff Type 0 Gift Powers. Gods with a gift power that ages and expands the universe are stronger when the universe is older while Gods with the power to shrink and youth the universe are stronger around the time the universe is created. The lower the type, the better the universe is.
Magic plays an important role in Cosmic Energy as well. The higher number of Gods occupying the universe, the higher Cosmic Energy, causing the universe to age extremely slow.
Type 0 Universe
Highly favoured.
Extreme magic aura due to plenty of Gods inhabiting it.
Young with galaxies, planets, and stars.
Very High in Cosmic Energy (Buff Cosmic Gods and higher).

Cosmic Order Council
The Cosmic Order Council are the leaders of the Cosmic Order. They create balance in universes filled with Gods to prevent wars. The council number is limited to twenty Gods per universe and is required for a God to live more than three universe cycles and has no affiliation with the Anarchy Faction. They can't break any laws of the Cosmic Order. If any laws are broken, they are evicted from the council and sent to Isolation. This makes it difficult for Gods to watch civilizations, so Gods must give up their civilizations to another God before their role is official.
Council Order Council named this universe Ero, but is not enforced. It is to keep track of the universes out there.

Cosmic Enforcement
Cosmic Enforcement is the drive to make sure the rules are being followed. Enforcers monitor Gods on probation and restrict orders. They do have to follow the protocols for those broken laws; they can already give the punishment, but must inform the Cosmic Order Council and Cosmic Enforcement Chief. They must be older than one universe cycle and have no affiliation with the Anarchy Faction. They can have civilizations, but must tend to their duties.
There are three Cosmic Enforcement Chiefs in every universe. Ero has Cosmic God Tilera, Lesser God Roden, and Lesser God Yero. Tilera is in the Probation Branch. Roden specialises in the Restricting Order Branch. Yero is the go-to for enforcers who report Gods who broke the laws.
Gods that are Cosmic Enforcers can be anonymous, but any laws broken will revoke it. Those who are not enforcers, but are willing to report a crime can do so. Cosmic Investigators, Gods who joined and have the Gift Power of seeing the past will check.
The Law
It is mandatory for Gods to acknowledge the Cosmic Order and abide by laws. When a God is born or a mortal has Ascended, they must be taught the Cosmic Order. Lower the tier, the higher the crime and punishment will be served. Criminal offences will stack.
Evolution
No God should force evolution upon mortals. They can help with their survival by changing the climate or adding more of what they consume. If any God that intentionally changes mortals' bodily autonomy is trouble. All mortals die, but it is worth it to see their growth, and your ideas to improve.

Attacking Civilizations
Attacking other civilizations is forbidden, especially God civilizations! Those under attack are now allowed to defend their empire even if it kills a God.

Destruction of a God Civilization.
Attack of a God Civilization, but Defeated.
Obliteration of a Mortal Civilization.
Failed Attack of a Mortal Civilization.
Caught Planning to Attack Any Civilization.
Harming a God
Gods are allowed to defend themselves in the onslaught without punishment. The offenders are severely punished. God Hierarchy and actions will not show mercy in this serious crime. Crime will be much worse if multiple crimes in this category are committed.
Murdering a God, Kidnapping, or/and raping a God.
Assaulting a God.
Plotting to Harm a God.
