Shelby wasn't really on bad terms with France. Sure, she screamed at him when they first meet. And Poland and New Zealand tied their wrists together. And they accidentally kissed. And Francis got Shelby drunk. But honestly, now that Hope's sister, Annalise, was close with the country... Well, while he still couldn't know she was mortal, he seemed a lot less scary.
Also, she was proud to say that they didn't hate each other as much as Dreamz and England.
So when she found out that France's birthday was also in the huge birthday month of July (seriously, the same month as Hong Kong, Canada, and America, along with other countries Shelby probably had no idea about), she couldn't leave him out gift-wise.
The thing was, she wasn't quite sure what to get him. She didn't know him all that well like the other countries. She knew Hong Kong had a thing for photography, so she got him a scrapbook. Canadians love hockey, so she got Matthew a hockey mask. Alfred's was a little more personal than those two, but that was to be expected. But she had no idea what to get Francis.
At first she thought wine, but there was a couple things wrong with that. First, she couldn't legally buy alcohol. Second, she was sure that Francis already had a fine assortment of wines Shelby couldn't even dream of affording. So she dropped that idea.
Then, she thought that she could buy France some clothes, but she didn't know enough about him to buy him something he would definitely like. On top of that, she didn't know his size, and he probably won't even think of wearing clothes that teen could afford.
Because of this, she put buying France's gift until last minute. Literally, she had just bought it yesterday. And since she was going to Ohio today (freaking Ohio -.-), she wouldn't be able to deliver the gift herself all the way in France AND make it back in time. So, when she bought it, she immediately put it in the mail and sent it to Winnipeg. With her luck, it wouldn't arrive late, and France would pay a visit to his considered sister on his big day.
"Wow, I can't believe how old you are." Annalise muttered to herself as she hung upside down off her bed, her blonde hair grazing the ground. "1173 years old. That's, like, crazy old."
"I know, do not remind me." France sighed in exasperation. "If I wasn't so gorgeous, I might actually start worrying about frown lines and grey hairs."
"Oh, be quiet, Francis." Annalise giggled, before sitting up as her sister, Hope, entered the room, carrying a smaller package.
"This just came in the mail." She explained. "It's addressed to Annalise, but I'm pretty sure it's for France."
"Moi? How intriguing." He smiled as Hope passed him the gift, and he opened it carefully. Inside, there was a pretty metal picture frame that read ma sœur on the top. Attached to it was a note, which France opened curiously.
Dear France,
Alfred told me it was your birthday today. I figured you might want a picture frame to put pictures of Annalise and you. Hope you like it.

He smiled lightly, setting the note down and admiring the frame. "Comment réfléchi."
