The Collar
"Has he been trained?" A man in a suit straightened his tie as he spoke.
"Yes. It's quite easy with my quirk. He's been training for about a month now. I might say he will go farther than the others." The lengthy man dressed in khakis, a black tank top with pistole grey hair.
"People always get a kick out of the young ones fighting. What will happen when your quirk wears off?" The man's voice seemed to hint that he might be being deceived.
"It takes about two weeks for my quirk to wear off, but it wears off slowly. In that time you will have to teach the kid discipline. I haven't seen the kids' personality so it depends on you. I taught him the tricks, now you teach him how to obey." The khakis pants guy just shrugged his shoulders letting the man know it was up to him to make it obey. Not his job.
"What about the other thing?" The suited man gestured to the messy work table where a collar lay.
"It will cost 25% more. They're hard to make, but it's worth it. This one is a newer model where you never need to take it off." The man picked up the slim metal collar. Pointing to a switch on it. "See here this switch needs a key to be able to change it. Left is off and right is on. It will grow and shrink depending on what's wearing it. So don't worry about it not fitting over time."
"I see. What kind of key is it?" Seeing that there were no keyholes.
"It's voice or quirk activated."
"How does that work?"
"I don't need to explain the voice, but the quirk is more secure. You just need to put your hand on the collar and pulse your quirk into it well I change the key through my computer to match up the waves you give off."
The man in the suit quickly agreed and paid for the collar throwing a little extra in there.
"Ok, you should be good to go. Your quirk is also the key in talking it off and on. It sounds hard but it's not." The man placed the collar into the man's hand. He looked almost sad giving his masterpiece away. "The only catch with this collar is that it's always on or off there is no midpoint."
"That's good to know. Also, do you know his name?" For the first time, the two figures acknowledged the small figure standing in the corner eyes glazed over.
"No clue. Picked him up in a park, no parents, covered in blood."
"Just how I like it."
"Oh and don't worry he has a wolf quirk Not a dog as I first thought. Most people can't tell the difference between a dog and a wolf so you can talk him outside."
"What type of wolf."
"Mackenzie Valley wolf, but it doesn't hold much value given that it is a quirk."
"Mackenzie Val..."
"It's the biggest wolf breed out there. But again it's a quirk so I don't know how big he will get." The man emphasized the word 'again'. The man stops talking and looks over at the boy. Without using words the man snapped his fingers then pointed at the ground by his feet. The boy walked over. Then the man whistled and the boy turned around exposing his neck. "Also," the man pulled out a long thick needle "It would be wise to put a chip in the kid's neck, not on the collar. But it will cost you 10% more. You should also register him as some kind of husky, a dog well known for looking like wolves. Or you could just hide him in a cage and do what you wish with him."
"Fine how much for the chip plus the registration?" The man's voice was going into annoyance.
"Together 15% more."
The man nodded and watched as the man injected the rice-sized chip into the boy's neck. A single tear dripped down the kid's face.
"Well look at that the two weeks starts now."
The man had the caller in his hand and pulsed his quirk into it. Slowly the collar started to grow. Instead of opening the circle double in diameter. Slipping it over the boy's neck, it then began to shrink until it fit snugly around the boy's neck.
"Remember pulse into then switch the collar before it starts to grow."
Just as the man said he pulsed into it and switched the barely visible switch. As soon as the switch switched the boy's features changed into one's of a wolf. Although the wolf eye's still had the glazed look.
"This collar is only for keeping him under control. If or when you put him into the arena he would fight better if you took it off."
"Duly noted." He crouched down running his hand on the wolf's fur. "and when you find another one..."
"I will add you to my waiting list." before the man could ask, "It's six months, plus. Can't be having a pro find out. I've had to start expanding my search area. It was pure luck I found this kid." The man's voice went dark, "The terms and conditions you know very well or you wouldn't be here. If anything slips I'm out and you are going to have a lot of my customers at your doorstep."
The man nodded his head and headed out holding the baby wolf.
"Also one more thing. Cover its ears." The man covered the wolf's ears, "The Chip in the boy is an ID for a pet. So if he runs off as the wolf and someone finds him, they will look up the chip number and he will be returned to you. Hence why the collar is useful. I suggest indoor kid, outdoor animal. If he escapes as a kid I can't do anything for you."
Even though this man was telling very useful things. You could see the annoyance coming off the other man. He came paid for more than he planned, and now this man was still trying to tell him what to do. The freaking thing came with a folder of instructions. The man did not need to keep hearing this other man's voice.
"You are getting a double edge knife. Which you know might I add. I don't know anything about this kid, that is your job to find out and erase the tracks. I got what you asked for now....."
"Excuse me but I must be leaving." The man interrupted, a little bit of his rage came through his words. He knew that this man was the best at his job but he wished that the man's own quirk worked on him. 'Heartless' the quirk that made no one resist, the ability to take away emotions. The man clearly didn't care about the kids, but he should take a page out of his own book and stop his mouth from moving up and down.

Four years went by. He was trained for the first two. It wasn't easy. Izuku would fight back as much as he could when he could. They tried to pit him against other kids but he refused. He always paid dearly. But then they, or the 'man', found his weakness. It was simply his heart. After that day Izuku did whatever he told him. His heart slowly hardened as every attempt to be kind failed. He still had one thing though. He never killed.
