The first licensed pharmacy in America was in New Orleans. After the first pharmacist moved away, a new dude, Dr. Joseph Dupas, moved in and took over. Around this time, the yellow fever was raging, and Dr. Dupas was determined to find a cure for it- no matter what the cost.
A while after he took over the pharmacy, the locals started to realize that most of the healthy people who entered the pharmacy never came back out. Rumors starting flying, and some of them actually weren't that far from the truth. Dr. Dupas was dragging healthy customers upstairs to experiment on; he would tie them down to a chair, inject the yellow fever virus into their system, and then force one of his experimental remedies down their throats. None of his cures worked, and all of his victims died.
Eventually, people just stopped coming to the pharmacy, so Dr. Dupas went down the street to a bar where pirates hung out. He started to buy slaves from them to experiment on, but soon even the pirates were freaked out by how fast he was going through slaves and told him that they weren't going to do business with him anymore.
So then Dr. Dupas began to snatch "the undesirables" off the streets: the mentally ill, homeless, scoundrels, and everyone in between. These people were considered to be the scum of New Orleans, so no one even batted an eye when they started to disappear.
There came a point where Dr. Dupas was creating way too much dead bodies than he could deal with without getting caught, so he built a trapdoor on the second story where he did all of his experiments. After his victims died, he would drag their bodies over the trapdoor, pull the lever, and drop them into his carriage in an alley hidden from the public eye. Once the carriage was all filled up, Dr. Dupas would drive it off to dispose of the bodies elsewhere.
It is estimated that Dr. Dupas killed about 20,000 people before his death. He was never arrested.

There was a couple named Zach and Addie living in New Orleans. Zach was a very large, imposing man who worked as a bartender and a drummer for a local band while Addie was known for her small stature and amazing cooking. As a couple, they had a bit of a bad reputation. They drank a lot, and their domestic disputes were so terrible that the police knew them by name and face from all of the times the neighbors had called them in on the couple.
About a year after Hurricane Katrina, Zach was spotted walking across a hotel rooftop. That didn't seem suspicious at first, but the longer Zach paced along the edge, the more nervous onlookers became. The police were eventually called, but by the time they got there, it was too late. Eyewitnesses reported seeing Zach swan dive off of the hotel roof until he hit the neighboring building five stories down. The police found a key to his apartment and a note in his pocket that read something along the lines of "a life for a life. Go check on Addie".
The police rushed over to Zach and Addie's apartment and were relieved when they heard the sound of the TV playing and smelled dinner cooking. They knocked on the door, but when no one answered, they used the key to let themselves in. They searched the apartment but could not find Addie. However, they did find some disturbing messages scrawled all over the walls and ceilings of the bedroom. "Help me. Stop the voices. Can't stop myself."
Finally, one of the officers went over to the stove to see what was cooking. He lifted the lid of one of the several pots and found Addie's head staring back up at him.
Other parts of her body were in the remaining pots, and her torso was found in the refrigerator.
Although it can never been determined for sure what happened with Addie and Zach, the police believe that during one of their infamous fights, Zach accidentally hit Addie too hurt and killed her. He probably didn't realize that she was dead for a while, but when he did, he panicked. He began cutting up Addie's body into pieces and cooking them, probably planning to make it so her body was unrecognizable so he would ride around town and toss her parts into various dumpsters around town. Halfway through, Zach must have fully realized that he had actually killed the woman he loved, so he made the decision to take his own life as payment for Addie's.
Around the same time every year, people report seeing a man matching Zach's description jumping off of that same hotel roof.

Before the Louisiana Purchase, women living in the Louisiana territory could run their own businesses, manage their own affairs, and handle their own money without needing a husband. A couple from New York moved down to New Orleans to open a dry goods store, realizing that a big boom going on in Louisiana could make them very very rich rather quickly.
A few years later, the husband died of natural causes, leaving his widow extremely wealthy and running a successful business all on her own. Her wealth caught the eye of a young Frenchman, who buttered her up until she agreed to marry him.
After they were married, the Frenchman convinced the woman to get a maid... a maid who was very conveniently his young and beautiful mistress. The woman hired his mistress and moved her into their attic.
The Frenchman began trying to convince the woman to close down the dry goods shop and to open a speakeasy in its place. The woman said no way, it wasn't good business sense to shut down a store that was doing incredibly well in favor of a shaky business that could easily fail.
As the Frenchman continued to try to get his wife to open a speakeasy, the woman slowly became sicker and sicker. She was very healthy, and despite her being an older woman, it was very unusual for her to be that sick. The Frenchman put two and two together and realized that his mistress was poisoning the woman.
He confronted his mistress, who tried to convince him that killing his wife would be for the best. With her dead, the Frenchman would inherit all of her money, could open the speakeasy, and finally marry his mistress. The Frenchman shook his head and smiled, telling his mistress that he would never marry her either way. If his wife died, then he would just marry another wealthy woman and continue to keep his mistress as just his mistress.
Well, the mistress wasn't about to have any of that mess.
In a rage, she attacked the Frenchman. He struggled against her for a little bit, but eventually he got his hands around her throat and attempted to strangle her. The mistress escaped, but came back a few minutes later with a blunt object in her hands, ready to attack the Frenchman where he stood on the third floor balcony.
The Frenchman saw the mistress coming and sidestepped out of the way just in time. The mistress wasn't able to stop herself in time before she flew off of the balcony and landed in the courtyard below. She was killed instantly upon impact.
The Frenchman freaked out and hurried down to the courtyard, where he dumped the body of his mistress down their private well. Once he was done, he glanced up and saw the eyes of a slave child standing at a fourth story balcony. He had seen the entire ordeal.
The Frenchman rushed back into the building to get his hands on the child, but the little boy reached his wife and told her everything he saw. Before the woman could confront the Frenchman, he rushed to their bedroom, grabbed a rope and a stool, and set up the roof like he was about to commit suicide. He even went as far as to put the noose around his neck to really sell the picture he was painting.
When the woman came in, the Frenchman immediately started telling her that the mistress was trying to poison her and that she had run off the balcony while trying to kill him. He begged her to forgive him and to help cover up the murder so that he could somehow find it in himself to live.
The woman stood there for a second before smiling. "Sure, honey," she said, walking over to where the Frenchman stood on the stool. "I'll help you... on your way to hell."
She kicked the stool out from under
his feet, killing him almost instantly.
