1.1 - Its not your fault(It might be your fault)
Lagos, Nigeria
Wanda and I sit at a table outside of a small coffee shop. Laughter echos around us, as Wanda stirs her coffee and I stir my mint tea.
"All right, what do you see?" Steve Rodger's voice echos through the comms.
"Standard beat cops, small station. Quiet street." Wanda says.
"It's a good target," I continue, "There's an ATM in the south corner, though, which means cameras."
"See that range rover up the block?" Steve asks.
"The red one?" I reply.
"It's cute," Wanda says. Of course, she'd think that.
"And it's also bulletproofed. Which means more guns, and more headaches for somebody, probably us." Natasha mumbles.
Wanda smirks as I say, "You guys know we can move things with our minds, right?"
"Looking over your shoulder needs to become second nature." Natasha lectures.
The team talks a bit, before tagging a garbage truck that slams into 'The Institute for Infectious Diseases' entrance gates. Two more cars come through, as heavily armed people jump out.
Sam, Wanda, and Steve get rid of three hostiles, before copious amounts of gas start leaking from the building. "Wanda, just like we practiced. Kris, get the gas out."
I create a cyclone the sucks the gas out of the building and disperses it into the air outside, as Wanda boosts Steve up into the third floor, where Rumlow, our target, is.
Steve makes it to the room where Rumlow was, but a vial is missing. "He's gone. Rumlow has a biological weapon now."
"On it," Natasha says.
She jumps off her motorcycle, ambushing a party of mercenaries, before Rumlow catches up to her. Natasha tries to fight him off, but he throws her into an armed vehicle, before popping a grenade in there. "Fire in the hole, heh."
I chase after the tank, as they go north. After a game of hide and go seek, we manage to corner Rumlow, who has the biological weapon. Steve takes Rumlow's mask off, showing the man's scarred face.
"Remember when you dropped a building on me? Hydra helped me outta that one."
"Who's your buyer?" Steve questions.
"He knew you, you and your old pal Bucky." Rumlow smirks.
"..Bucky...?"
"The buyer wanted you to know something. He said to me, "Please tell Rogers. When you gotta go, you gotta go." And you're coming with me." Rumlow activates the bomb vest he has on, and I immediately take action, encasing it and bringing it up above the crowd. But the effects of fighting and creating the cyclone have gotten to me, and I falter.
A split second.
The bomb goes off above the crowd, but it's not high enough.
A gaping hole is in the side of the building next to the market.
"Oh.. we need... fire and rescue on the... south side of the building... we gotta get up there." Steve gasps out.
I move to go help, but Natasha blocks my way.
"Go get back on the Quinjet. Now."
Medical comes out of the building, some holding stretchers with bodies on them, but most holding bags.
Bags I caused.
Avengers Compound
"11 Wakandans were among those killed during a confrontation between the Avengers and a group of mercenaries in Lagos, Nigeria, last month. The traditionally reclusive Wakandans were on an outreach mission in Lagos when the attack occurred." A news anchor says.
"Our people's blood is spilled on foreign soil. Not only because of the actions of criminals, but by the indifference of those pledged to stop them. Victory at the expense of the innocent, is no victory at all." The King of Wakanda stated.
I switched the news channel, resting my head on Wanda's shoulder.
"They are operating outside and above the international law. Because that's the reality, if we don't respond to acts like these." Another news anchor solemnly says.
A picture of me in my suit pops up, and the news anchor continues on, saying, "What legal authority does an enhanced individual like Kristal Maximoff, known as 'Nightmare' to most, have to operate in Nigeri -"
A click sounds, and the TV shuts off.
"This is all my fault.." I whisper.
"No, Kristal, it's not." Steve says, standing above Wanda and I, remote in hand.
"Ha, turn the TV back on. They're being very specific." I darkly say.
"I should have clocked that bomb vest long before you had to deal with it. But Rumlow mentioned Bucky, and suddenly I was a 16 year old kid in Brooklyn again." Steve sits down next to us and rubs my back.
"Listen, sis, we try to save as many people as we can. Sometimes we can't save everyone, but if we can't find a way to live with that, next time, maybe nobody gets saved." Wanda slowly states.
Suddenly, Vision appears in my room, and Wanda and I jump.
"Vis, we talked about this!" Wanda exclaims.
Wanda,Kris
Vis?
S-shut up! It's just a stupid nickname!
I smile a little bit, and Vision start to speak, "Mr. Stark has arrived, and he's brought a guest with him."
"Thanks Vision, we know who this mystery guest is?" Steve asks.
"The secretary of state."
Meeting Room
We're sitting at a table, the secretary of state standing at the head.
"Five years ago, I had a heart attack. I dropped right in the middle of my back-swing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass . . . I found something 40 years in the Army had never taught me: Perspective. The world owes the Avengers an un-payable debt. You have fought for us, protected us, risked your lives . . . but while a great many people see you as heroes, there are some . . . who would prefer the word 'vigilantes'." The secretary, Thaddeus Ross says.
"What would you consider us," Natasha asks.
"How about dangerous? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" Ross says, turning to the board behind him.
"New york," he says. A clip of a Chitari Leviathan slamming into buildings plays.
"Washington DC." A clip of the SHIELD Triskelion collapsing.
"Sokovia." A building crumbles, and at the end, it shows me completely destroying the chunk, and some of the area below it.
"Lagos," he continues. It shows the crater in the side of the building.
I look away, ashamed of what I caused.
"Okay, that's enough." Steve intervenes.
"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." He takes out a thick packet of paper, "The Sokovia Accords. Approved by 117 countries . . . it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."
"Our job was to make the world a safer place. I feel we've done that." Steve says, icily.
"Three days from now, the UN meets in Vienna to ratify the Accords." Ross says, before taking his leave.
