Both were freed from a long imprisonment in different methods (Bill escaped the Nightmare Realm into the third dimension thanks to Gideon Gleeful and Discord was freed from his petrification because Celestia and Luna were no longer connected to the Elements of Harmony)

Both have been defeated as a result of group effort, which resulted in them being petrified

Both have attempted to manipulate their friends to obtain their freedoms (Stanford Pines and Fluttershy, respectively) and have transformed towns into chaotic landscapes (Gravity Falls and Ponyville respectively)

However, while Bill remained evil until his defeat, Discord eventually reformed and became a good guy
