Is this idea kinda sorta but is blatantly stolen from Encanto maybe 

So all the states have a power based on their state. Like Cali's would be fire, NE would probably have something to do with water etc.

Some aren't super obvious like Georgia can grow vegetation, mostly peaches, but because he's such a dad the peaches heal you etc. 

It should be obvious but the government family has no power because they weren't born a or descended from states (ignore the whole adoption thing, doesn't count no power). Gov, IDC, and District really couldn't care less but DC wants a power too. He wants to be able to do the things he sees the states doing. 

But secretly he does have a power that's only revealed once he starts the meetings
