So how did Georgia and Kentucky explain to the twins their involvement in the war? Especially Georgia. 

I feel like since they were little, it could be handwaved as 'daddies state did bad things' and they were taught the Union was right, Confederacy wrong 

Would Georgia have to explain that his state was a Confederate one? 

He probably feels so much guilt because his babies trust him so much. He didn't do enough, he could stop them, he couldn't stop the secession or the war. 

This is probably why he didn't think he (himself, not the state, his state could rot for all he cared) didn't deserve to come back
