Okay but there's some unwarranted anger towards IDC and Gov 

Because when IDC points out that she's surprised DC's partners didn't notice he did this one of 'em (possibly Florida? maybe California) is like 'YOU KNEW?' 

There's a lot of anger tossed back and forth too like

'You saw him doing this and did NOTHING?' 

'We're doing the best we can!'

'You didn't get him help!' 

'This is how we're helping him!'

Of course DC's partners don't mean it, they're worried. They're very worried for DC. Unfortunately it's all coming out against IDC and Gov
