Sometimes I browse the AO3 tag (which has like eleven stories, c'mon guys) and someone suggested that Florida's call stops working when he becomes too overwhelmed 

Which got me to think

When does DC's call stop working? 

Like part of me says it's when he's in full shut down mode and it's weaker if he's working which explains why sometimes it barely works when he's back in Washington. But when he's shut down that's when it truly stops
