When Todoroki is badly startled, like by a sudden loud noise or something, his quirk will activate as sort of reflex to protect himself as he flinches, only a bit. So his left side will flame up a little, and a tiny bit of ice will form on his right hand, but once he recovers it stops and goes away quickly.
