Apps needed:

-Superimpose
-phonto

Open the template below as a background in superimpose.

Template:

After opening the template above add your image of choice as a foreground. Tap the transform button and then select the lighten option.

Size the image where you like it and save to camera roll.

Open in phonto and add your title. Save to camera roll.
