Okay maybe or maybe not gonna be a headcanon soon
But,

Colonies of empires are basically adoptive kids or boarders or both of the empire.

But it doesn't mean they're adoptive parents or the owner of the home that their colonies are boarding on  that they're good at it.

Idk maybe I'll expand on this idea but I'm not so sure.
