This is basically set in modern times, everyone is human and normal- except for the superheroes and villains.

The setting is the town of Saint Raen, a city full of bustling people. However, there are two major agencies in the town. One being CHESS, the group that produces superpowers in attempts to get the heroes out of their way for slow and steady world domination. The other main group is called Blue Gold, and they are superheroes created to to stop CHESS. There are other heroes and villains around the city who don't work for agencies, but will occasionally do favors.
