BASIC INFORMATION;;
------ Name: Ulexite.
I had to look up what this meant; beautiful word.

------ Age: 17.
Nice - we need some adult OCs.

------ Gender: Female.
------ Sexuality: Straight.
------ Tribe: Pureblooded IceWing.

Nothing wrong with that. IceWings are always interesting to read.

------ Abilities: Everything a normal IceWing has - ice breath, serrated claws, and (obviously) the ability to withstand below-zero temperatures.
Nice and normal.

------ Relationship Status: In a relationship.
With?

------ Occupation: Queen Marble of the SkyWings' Top Fighter.
Ooo, this is interesting. I'd love to know how an IceWing ended up fighting for the SkyWings.

------ Family: Ulexite can only remember her mother, father, and brother, since she hasn't seen the rest of her affinity in so long. Her mother, Eira, was very accepting and loving for an IceWing. Her father, Walrus, was challenging, but had an ironically warm heart when regarding his daughter. Ulexite's brother, Drift, was always competitive with his sister - always wanting to catch the most seals during hunts.
This is great! I like the details you've provided - instead of just listing names and stating facts, you've given me a brief orientation of sorts into Ulexite's day-to-day life.

PHYSICAL DESCRIPTION;;
Ulexite has pale blue scales that fade into white. Spikes run all along her spine and tail. She has a few scars. Ulexite doesn't have more than that due to her excessive amount of training, agility, and strength, which rarely lets her opponent get close enough to mark her. Her eyes are cobalt blue with lighter hues in them.
Interesting, interesting. I can't see anything wrong with this. She sounds like a very pretty dragon.

------ Strengths: Ulexite is a naturally talented fighter, which makes her fit in well with the SkyWings around her.
Nothing wrong with natural ability.

------ Weaknesses: She always feels guilty after killing a dragon in the arena. If she's caught acting guilty after an arena battle, she is deprived of a day's worth of meals by Queen Marble. Marble believes that, as her arena champion, Ulexite should learn to feel no guilt. Also, in the rare occasion she is placed against an IceWing (this has happened only twice in her ten years in the SkyWing Kingdom) Ulexite will hesitate in killing them for obvious reasons.
That's not necessarily a weakness - at least, not until you point out that she or someone else considers it so. I'm a tad concerned about Queen Marble - she sounds a bit like a Scarlet.

BACKSTORY;;
When Ulexite made it into the Second Circle after turning 7, she was sent to the Southern Border to be on watch alone, for the first time in her life.
For the first time of her life? That's a bit intense. Surely if she was in the Second Circle she'd have performed similar duties at some point? Either way, I don't think she'd be alone - solitary border/outpost guarding is typically reserved to dragons in the lower circles. Unless she's an exceptional military asset or being punished for some reason, it's unlikely that she'd be alone: more likely, she'd have a troop of some sort.

Some SkyWings, who were roaming around outside of Possibility, jumped her out of excitement due to how rare sightings of IceWings were.
IceWing sighting aren't that rare - more uncommon. It's NightWings who cause a commotion. Unless this is an alternate universe or some future time in which IceWings seldom venture outside their kingdom - in which case, you need to state that.

When she was taken to the SkyWing Kingdom, Queen Marble, instead of imprisoning her to use as a bartering opportunity, turned her into an arena monster.
Hmm, interesting. You're saying a bartering opportunity, but what kind of barter is Queen Marble after? If it's a prisoner-for-prisoner exchange, this makes sense (although it's unlikely the IceWing authorities would bother rescuing a second-circle border guard), but if we're talking barter as in consistent trade, surely it would make more sense for Marble to befriend Ulexite and possibly convert her to an ambassador for both tribes?
Either way, Ulexite is a second-circle dragon. It's highly unlikely the IceWing tribe would go to any great lengths to rescue her (aside perhaps from her parents). I suppose that could be why Marble kept her.
Why did she turn her into an arena monster, though? And how?

Ulexite became the Queen's pet for the next ten years, before she was placed against a tricky, tiny SandWing named Gobi.
I'd love to know how - and what she thought of all of this. Did Marble manipulate her? Did she miss her family at all?
Also, did she win the fight against Gobi?

Gobi's egg was a light blue instead of pale yellow, and was given up as a peace offering between the SandWings and IceWings after seeing he was special. Ulexite soon learned that Gobi's scales were resistant against minor attacks of ice, and that was because he was an IceWing-SandWing hybrid.
He sounds adorable! How did he come to be in Marble's arena? I haven't come across that ability in an IceWing hybrid before.

Word got out, and SandWings invaded the SkyWing Kingdom, taking Gobi.
A whole invasion over one dragon? That sounds pretty intense. What made him so special? Last I checked, SandWing/IceWing hybrids are actually forbidden in some places.

Gobi convinced them to take Ulexite as well, and the two were soon taken to the Kingdom of Sand.
Weren't they fighting against one another? I know if I was pitted to fight to the death against a warrior of ten years' experience, I would not be asking my rescuers to take her with me. You need to explain how he came to this conclusion, and how she feels about him.
Also, how do things work in this arena? In Scarlet's, I believe it was a fight to the death. Two dragons would be pitted in the arena against each other, and they would stay there until one killed the other. Unless the SandWings rescued Gobi midway through his fight with Ulexite, you need to explain how he managed to get help before one of them killed the other.

Neither wanted to be there, but they bonded over the couple of months they were forced to be there for.
Why not? I can see why Ulexite would be opposed to the idea of living in the desert, but I would've thought Gobi would enjoy it.

When they finally escaped the Kingdom of Sand, they headed for the IceWing Kingdom (Gobi's scales not only were resistant against ice, but protected him from the cold, too, Ulexite learns). Here, Gobi and Ulexite work their way back up to acceptance, and eventually become mates.
This explanation of character development is very simple, but it's important that you keep it. Now, I need to see this throughout her backstory.

COMMENTS;;
------ The good...
The basis for this OC was overall quite pleasing. You've got a good starting theme - rival warriors beginning to bond - and begun to expand upon it. Her description reads smoothly and is quite pleasing to the imagination overall. And of course, I simply adore her name: Ulexite is such a pretty word!

------ The bad...
There are a lot of things that need explaining in this character's backstory. I mean this entirely in a constructive way - there's just some things that you need to explain before someone begins to question them.
First, your universe. I'm a bit confused as to what time she's set in - past? Present? An alternate universe? - and exactly what's common in that time. Why are IceWings so seldom sighted? How does the arena work? Are the SandWings accepting of hybrids?
Secondly, character motivations and reactions. You need to explain why Marble converted her into an arena dragon, how her family felt about her disappearance, how she felt and how she and Gobi became friends.

------ How you can improve!
I'm going to spare the paragraphs here and focus on a few key aspects of her backstory.
First, there's Pyrrhia itself (assuming Ulexite's life is set in Pyrrhia). You need to consider:
      •     How frequently IceWings appear outside the tribe, and why it's so rare.
      •     SkyWing customs - how the arena works.
      •     Who is Queen Marble? What does she want with an IceWing?
(Steer clear of making a Scarlet replica - it's better to just use Scarlet!)
      •     The world's opinion on hybrids.

Secondly, relating to Ulexite's life itself:
      •     Why she, a Second Circle IceWing, is guarding a border alone.
      •     How her family felt when she disappeared. Did they try get her back?

      •     Why Gobi persuaded the SandWings to take Ulexite too.
(How did they bond? When?)
      •     How important Ulexite is (not very) to her tribe.
      •     How important Gobi is (he seems very) to his tribe.

Also, I noticed you didn't include a personality at any point in this. If I were you, I'd consider making one to help flesh out her traits. That can help with deciding things like how she befriended Gobi, and how she felt about various events.

OVERALL RATING;; 5.5/10.
I feel horrible now. Ulexite is a lovely character, I promise, and you have an excellent concept going on. The groundwork is all there - she looks to be a character with high hopes ahead of her.

I have 17 submissions to take care of someone give me strength.
