BASIC DETAILS;;
------ Name: Stardancer.
I hate to do this at the beginning of a review, but... why is her name Stardancer? What qualities does she have that relate to dancing or starlight? Is she a famous ballerina? Did she recently air on an episode of Dancing With The Stars? I would definitely consider changing this name.
------ Age: 6 at story's start, 18 when she meets Betelgeuse.
Very big age jump.
------ Gender: Female (like most of my OCs whoops).
Nothing wrong with that. Don't be afraid to branch out though and explore some other genders!
------ Sexuality: Demisexual.
Awesome!
------ Tribe: NightWing (DUNDUNDUHHHH).
... Indeed.
------ Abilities: Breath fire, blend into shadows, read minds.

I laughed when I read this. Stardancer and I would get in incredibly well.
------ Occupation: Student at Jade Mountain Academy, engineer.
Haven't seen that many JMA student OCs. And you mentioned in your submission comment that this this takes place 14 years after the recent arc, so I'm not too worried about canon intervention (there's so many people who just casually plonk their OC into the Jade Winglet with Moonwatcher and company it's not even funny).

PHYSICAL DESCRIPTION;;
------ Colors: Jet black, dark gray scales going down her back, greenish-gray underscales, dark green webbing with white stars on webbing. Small silver diamonds by eyes. Burn marks on feet and left wing.
In future, elaborate that the webbing refers to the wings. I was thinking SeaWing feet.
------ Eye Color: Murky green, cataracts from blindness.
Blindness? Woah. Didn't see that one coming.
------ Build: Skinny and tall, nimble. No muscle at all.
A bit overused, this one, but I'll let it slide.
------ Height: Tall.
Once again, pretty common. But I can't really pick on every tall character I see, so this can be ignored.
------ Other Notable Features: Burn marks on feet and left wing from fire (no way).
Well, to be fair, strong acid can cause burns too.
------ Other: Small silver earring she stole.
Ooo, thievery. Where'd she steal it from?

PERSONALITY;;
Stardancer is a blind dragon that isn't the nicest.
Interesting start.
She love to be alone, or just with a few friends.
This trait is a bit too common among OCs of today.
Being a mind reader, she hears thoughts, and she'll unknowingly answer questions before the dragon asks her.
This seems like it was stolen a tad from Moonwatcher, but at least you've considered the drawbacks of mindreading.
She gets tired easily, being a weaker dragon.
Hang on - you didn't mention this in her physical description. Forgive me if I'm wrong - you may be talking about tired and weakness in terms of emotion.
She's not partially shy, she just likes to be alone.
I'm glad you've distinguished this.
She has little to no filter, saying her honest opinions on others thoughts, and has been known to swear. She is also pretty sarcastic if she wants to be.
Pretty commonly-used trait, but I'm not going to give this any trouble.
She has a pretty dark sense of humor (blood and guts) but she can't fight to save her life.
Nice use of irony.
Being blind, she hates it when dragons undermine her, like her parents, so she stays alone.
Are you implying that her parents undermine her?
She hates crowds due to her mind reading, since its very painful and overwhelming.

BACKSTORY;;
Stardancer was born under a full moon because her uncaring parents left her there in hoping she would get eaten by a jaguar.
... oh. Can I ask why? They need a motive, at least, if they're going to be killing their dragonet.
But, she didn't, so Sharptail (her mother) took her home and didn't give her a lot of care.
Why?
Would Sharptail even bother checking for her egg if she'd left it to die? And if she really wanted the dragonet dead, wouldn't she have just taken one look at her and strangled her?
Since she did keep her alive, why did she? Did she admire the dragonet's spirit? Or did she just not want to kill her daughter?
Sharptail and her husband, Ambush, were members of an organization to overthrow Queen Glory.
This organisation has my full support. I love her parents' names, too.
They didn't have a lot of time to take care of Stardancer, so she was left in the house a lot. Stardancer was feed and given a bed, of course, but she was still left at home alone. So, one day, she wanted to live up to her name, so she started to dance.
This is fantastic! I haven't seen much evidence of NightWing OCs trying to live up to their name. This definitely accommodates for the "dancer" part, although I'm still a tad confused as to the "star". Is it necessary?
She still enjoys it today, but its not very graceful. It just feels that way. Some dragons questioned if she was being haunted by a ghost. Her tail and wings ran into stuff a lot, much to her parents' discomfort. She also tried to dance/fly in the sky, and she liked that a lot more. Still does it.
I really thought she was going to be a fantastic dancing dragon. What you've done is pretty ironic. I like it!
Anyway, Stardancer also went into the village a lot to steal little things for herself, since her parents didn't really set limitations. Thats where she got her earring.
Crime as a result of neglect. Good.
Stardancer continued this life until she was 6, and sent to Jade Mountain Academy by her parents because they really wanted her gone so 1. they could have more food, and 2. they could focus on trying to overthrow the queen.
I, too, would send my children to a distant boarding school if it gave me the opportunity to overthrow Glory.
At Jade Mountain, Stardancer met a couple of friends.
Details?
When she graduated, she went off to the Night Kingdom with the rest of the NightWings. (Darkstalker's no longer in power). That's where she met Betelgeuse and the two fell in love.
This is pretty sweet, though somewhat abrupt. How has she developed since Jade Mountain? Does she still steal? How does she feel towards her parents?
The Winglets (when they did field trips) went to the Night Kingdom as well. Stardancer thought is was amazing, so she bought a bunch of stuff. She stole this money from her parents.
I like this a lot - it's really cute - but wouldn't her parents notice if their money disappeared, and their daughter suddenly had a whole hoard of new trinkets? Why couldn't she have just stolen whatever it was she needed, like she did before?

This character has all the complexity and three-dimensionality of a real person, which I admire you for. You have several very creative concepts in here, and I can tell you've made an effort to polish her up. I especially like that you connected her name with her personality.
------ The bad...
While you have developed quite a few unique ideas, I feel that you've almost got one too many in here. A blind mindreader? Sweet. A neglected dragonet turned thief? Splendid. Combining the two gets a bit fiddly, though. If she's blind and gets overwhelmed in crowds, how does she steal things? I have no doubt you can make it work - you just need to flesh her out a bit more.
------ How you can improve!
As I said before, flesh her out. You've got several good concepts in here, but you need to connect them better.
Another important matter I'd consider would be Stardancer's parents. Why did they want to kill her? Why did they let her live as a dragonet? Did their scheme to kill Glory succeed? What's their relationship with her like now?
Finally, I would possibly consider removing the "star" from her name. It doesn't really contribute anything to her personality.
