Mikhail: We don't know that. There might be intel we're not privy to due to our relationship with her.

[news reporter voice] -thorities have gathered and are trying to negotiate Lionel Mackenzie's release from his deranged girlfriend. It is so far unclear what exactly has led to this series of events. However, it is important to note that she's also the same Terra Carai who's family was killed as part of a raid claiming they were State sleeper agents. FINAL FINDINGS
Mikhail was immediate to question her past steps and reasons for the extra time with Lionel.
Keelan, however, was right to question Terra's motive. Her psychological profile does indeed show that she doesn't take drastic actions until ordered to or under extenuating circumstances. Investigation is required to figure out what made Terra's mindset shift to one where she decided to overturn her entire life to kill one man.
Upon reviewing hours of transcripts from Terra's residences and the residences of her teammates, the three men can be cleared of having any involvement in Terra's plan from beginning to end.
Mikhail's initial distrust of Terra never left him and he made it clear to the other two— Rush and Keelan. He was the only one who ever questioned Terra's motives and reasons throughout their short partnership. Rush was blinded by his trust and close relationship with Terra while Keelan couldn't look past his crush on her which developed into 'love'.
Following this assessment, we move on to other avenues of research into Terra's mindset leading up to Incident 4/D-Day.
The crime scenes at Dr. Blue's medical room, Mackenzie Enterprises offices and Lionel Mackenzie's residences have been catalogued and combed through for any and all viable pieces of evidences. Maker's offices, the bar he operates out of, and the residences of other acquaintances from Section D have been searched to no new leads.
Which only leaves the video.
The video has been inspected and assessed by several experts from various fields. Every word spoken in that video was carefully calculated and thought through. While the video might look like it's improvised, the reality is it was part of her master plan to escape from the beginning. Some have theorised it to be a red herring to throw us off the path of her real motive. However, the intensive and thorough investigation being done into her past, recent and current actions have brought up no viable or sensible motives apart from the one she mentioned.
Killing Lionel Mackenzie the Eighth was an extension of her revenge against the State. Performed in a last ditch effort to inflict damage to the State's reputation and reveal everything that was going on in the background.
There was also no proof found of any Rebellion involvement in her action. Any help she got was all local and from people she trusted.
International chatter has confirmed that she has not returned to the Rebellion, nor has she resumed working for them as the Angel of Death. However, interestingly enough, there is an international hunt for her by several underground organisations interested in her skillset. Chatter hasn't ceased yet so we can only hope she hasn't been found.
Her skillset being turned against the State dealt considerable damage to our image internationally and among State denizens. Those same skills being used on an international scale will form an unremovable stain on the State's image on the international stage. It is imperative she be caught and made an example of publicly in order to maintain the respect the State holds as a self-sufficient corporate entity.
