I will show both sides. We are doing soft one first.

Start to smudge and blur to smooth out the surface.

Then grab special tool and set it on expand and make eyes a but bigger to get it cuter like anime

Now set blending mode on Multiplu and make outlines and outliner. I used mij outline brush here.

A bit of eyeshadow of your desored color. This is totally optional you can just blush it too.

After that add artificial things like eyelids and pupils and rinestones

Then add some highlights with highlight brush, pencil graphite, and glitter brush.
