Quirk: His ability, known as Storm Dragon, bestowed upon him the power to manipulate storms in all their fury. With this quirk, he gained incredible control over winds, rains, thunder, and lightning.But Storm Dragon went beyond just storm manipulation. 

Ryutei acquired qualities reminiscent of a dragon, such as enhanced smell and instincts, which allowed him to perceive danger and navigate the world with unparalleled precision. In addition, he possessed the extraordinary ability to transform into a Hybrid or Full Storm Dragon. In Hybrid form, Ryutei gained partial draconic attributes, like heightened strength, agility, and resilience. When he unleashed his Full Storm Dragon form, he fully transformed into a majestic, awe-inspiring creature, boasting colossal wings, scales that shimmered with the hues of storms, and the power to summon tempests at will.

With a deep inhale, he unleashes a powerful breath from his mouth, forming a colossal spiral of wind, lightning, and water. The combination of these elemental forces creates a fearsome tornado-like effect, capable of wreaking havoc and causing considerable damage to both the environment and his adversaries.

Move 2: Storm Dragon Turbulent Fist - Ryutei channels his Storm Dragon abilities into his right fist, imbuing it with the forces of wind and lightning. As he strikes, the surrounding air crackles with electric energy, and fierce gusts of wind swirl around his hand. The impact of his punch carries the combined force of a cyclone and a thunderstorm, dealing significant damage to his opponent.

Move 3: Storm Dragon Wing Attack - Utilizing the mighty wings adorning his back or extending from his arms, Ryutei employs them as formidable weapons. He swiftly launches a barrage of crescent moon-shaped projectiles towards his enemies. These projectiles, infused with the power of wind and lightning, cut through the air with remarkable speed and precision, striking their marks with devastating force.

Move 4: Storm Dragon Talon - Displaying his mastery of both martial arts and his Storm Dragon quirk, Ryutei executes an axe kick known as the Storm Dragon Talon. With his leg enveloped in a swirling vortex of wind and crackling lightning, he delivers a downward strike with tremendous force. The impact of his powerful kick, enhanced by the storm-like energies, can shatter defenses and leave his adversaries reeling.

Move 5: Storm Dragon Crushing Fang - Ryutei's left hand becomes his weapon of choice for the Storm Dragon Crushing Fang technique. As he extends his hand towards his target, a trail of swirling storms emanates from his fingers. The devastating energy unleashed from his hand strikes with the force of a tempest, delivering a powerful blow capable of crushing even the most formidable defenses.

Move 6: Storm Dragon Sky Meteor - Inspired by the sheer force and elegance of a meteor hurtling towards Earth, Ryutei charges at his opponent, emulating the appearance of a celestial body blazing with wind, lightning, and water. With astonishing speed and power, he collides with his target, leaving behind a wake of destruction akin to a meteor's impact. Alternatively, he may adopt the appearance of an eastern dragon charging at his adversary, exuding an awe-inspiring display of might and determination.

Move 7: Storm Dragon Weather Pulse - Harnessing his Storm Dragon abilities to control the elements, Ryutei creates multiple projectiles that surround him. Energized by wind, lightning, and water, these projectiles transform into powerful lasers. With precise aim and skilled manipulation of his quirk, he unleashes a barrage of lasers toward his opponents, striking them with ferocity and precision, resulting in devastating damage.

Move 8: Storm Dragon Eye of the Storm - Demonstrating the true power of his Storm Dragon quirk, Ryutei summons multiple tornadoes into existence. These turbulent vortexes surround him, acting as formidable guardians and allowing him to manipulate their movement as he pleases. Ryutei can either employ the tornadoes defensively, creating a barrier that protects him from enemy attacks, or he can utilize them offensively, launching them towards his foes with incredible force, tearing through defenses and leaving chaos in their wake.

Mantis Blades: These blade arms are embedded into Ryutei's forearms and they have Four modes, Thermal which allows him to fight with blazing hot mantis blades, Shock Blades which have lightning in them for shock and stun attacks, Acid Mode which gives his blades extra damage to rott and cut through things with highly corrosive acid, and High-Frequency mode which allows him to cut through almost anything.

Gorilla Arms: With the Gorilla arms it gives him enhanced strength That allows him to stop vehicles regardless of their size and weight along with breaking down tough steel doors and so on, and extra combat performance strength in fighting as well. Not only that they're also imbued with thermal and Shock technology as well.

Projectile Launcher: The projectile launcher allows Ryutei to shoot heat, Electric, and explosive projectiles at high speeds, making it incredibly deadly almost as if he has a missile launcher in his arm.

Origin:

300 years ago, Ryutei was born into the prestigious Arasaka Industries, the largest technology company of 2077. His parents, both brilliant scientists, revolutionized the world with their groundbreaking military-grade technology. However, their most remarkable creation was cyberware, a technology that enhanced the human body by integrating machine parts into it and connecting them to the nervous system.

From a young age, Ryutei displayed unbelievable talent. He single-handedly invented cyberware, pushing the boundaries of human capability. In addition, he developed an advanced AI named Katrina, graduated from the esteemed Med School at just ten years old, and excelled in martial arts and swordsmanship. His future seemed bright and limitless.

But everything changed when quirks emerged in society. These newfound superpowers brought chaos and confusion to the world, and Ryutei was one of the unfortunate ones to develop a quirk. Regrettably, he became a target of ridicule and discrimination, solely because of a power he never asked for or wanted. The only individuals who continued to support and love him unconditionally were his parents, his best friend (whose story will be shared another time), and his beloved AI companion, Katrina.

However, individuals harboring deep grudges against his family and their company seized the opportunity to use their quirks against them. They destroyed Arasaka Industries, causing numerous deaths among loyal employees and scientists, even leading to the demise of Katrina. In a desperate attempt to save their son and preserve their company's knowledge, Ryutei's parents placed him in cryosleep and jettisoned his pod into the depths of the Pacific Ocean, making sure their enemies couldn't reach him.

For the past three centuries, Ryutei has remained in an eternal slumber beneath the ocean's surface. Unbeknownst to him, he was discovered by the Morphin Masters, a powerful group dedicated to protecting the world. They revived Katrina and brought Ryutei to their Hero Force base. Over the next three centuries, Katrina tirelessly worked to find a way to wake her creator, but her efforts proved fruitless.

Little did they know, the Morphin Masters had selected Ryutei as the 6th Hero Force Ranger, the newest member of their elite team. Together with the other rangers, he would fight against the malevolent forces threatening Earth's safety. When Ryutei emerges from his prolonged slumber, a new chapter begins in his life filled with adventure, bravery, and a chance to reclaim his legacy while honoring the memories of his fallen loved ones.
