consider the costs, logistics, etc. of accumulating & piling up all that dirt/rock/etc. ?  nukes? volcanism? ...?  start with a big mountain?  close to the equator, maybe?  

terraced, with regard to sun & shadow

high-altitude, view, coulds, winds?  etc.     

algae-release air-borne/surface; for possible future larger terraforming plans?  (reasons for building the mountain-plateau first then...?)
