The Capitol is gross, they're creepy stalkers. Reasons:

They watch them in The Hunger Games there are cameras hidden everywhere, if you killed like a squirrel or something, there's a good chance you'll find a camera in it.

They watch them go to the restroom. There are cameras everywhere, so I'm sure they saw them do that, that's just perverted.

With Clato and Everlark, they watched them make out. They were anticipating their making out. (Like we were...) Maybe Clato did more than that, I don't know, it wasn't specified in the book, anyway, does anyone else find that weird? I know they're fangirling/fanboying in a...creepier way...still, who does that? Now I'm scared there are cameras watching everything I do.

When Peeta was hurt from Cato, and Katniss found him and treated him, and Peeta was like, "I don't care if you see me naked," does he not realize that EVERYONE IN FREAKING PANEM WILL SEE HIM NAKED?????  I know he was distracted by pain, still :/
